The proposed 200-bed Maternity Hospital in Gandhinagar has jumped the deadline set forth for its completion. It was the end of current financial year that should have seen the new hospital becoming functional. But inputs received indicate that the structure is unlikely to be completed by March 2016. The main hurdle in bringing the much needed hospital to completion is slow flow of funds. Whether that is a cogent reason or not is not what we can say anything about. But we have no difficulty in asserting that very seldom any project of bigger size has been completed within the stipulated time. That is a general phenomenon for all developmental structures under construction in the State. The Gandhinagar Maternity Hospital is not an exception. However, what is very disturbing about this ongoing construction is that the Monitoring Cell of the Jammu and Kashmir Chief Minister in the year 2013 had reported that the hospital was ‘ill-planned’ because of scant attention towards several vital aspects. Its air conditioning system and sewerage are yet to be executed and that has caused delay. We hope that no constructional flaw will be left unattended because it could cause serious complications later on. We had, in one of our earlier editorials, drawn the attention of the Government to some of the shortcomings that were reported to us in the planning of the hospital and we hope those discrepancies have been removed.
