Forensic labs for narcotics

As the incidences of the increased drug abuse infest many pockets of the state and the graph shows an upward surge, there appears, at the same time the response of the State administration not commensurate with the magnitude of the problem. Could the state afford not to pay a serious heed to the clear cut directives of Division Bench of the State High Court in this regard?
What otherwise explains about not setting up of a Forensic Science Laboratory to exclusively deal with the menace of narcotics? There are two laboratories one each in the summer and winter capital of the state but sans facilities and the requisite equipment which otherwise are inescapable and exigent to, ultimately,  ensure adequate and strict punishment to drug peddlers , to those who manufacture or make,  buy, trade in, hoard , sell , export and deal in drugs in any other manner whatsoever.
Could it be believed in an era of global zero tolerance to drugs and narcotics that the State administration has not apparently till date “made” even a formal proposal for implementing the orders of the High Court let alone prompting steps on the ground. The State Home Department particularly needs not only to expedite and kick – start the process of making the labs responsive to the emerging needs but also shun lackadaisical approach towards this giant menace dangerous and destructive, next only to armed terror threatening global peace.
Let our State not take things under this most critical area just lightly, only later to experience helplessly, the situation going out of control. What is the use of seizures made if the guilty are not given exemplary punishment by proving the cases in the trial courts based on scientific analysis? What purpose of a lab is served if it is not manned by the competent personnel as also administrative Head which is vacant for the last more than 6 months ? We are reeling under the menace of terror and the drugs and narcotic substances’ sale proceeds, to a larger extent, keep its wheels greased and moving. A serious and concerted approach and a changed mindset are required but urgently, in the instant case.
