Fill 32 Engineering vacant posts

What is the rationale behind creating an uncalled for moratorium in not filling posts that have since fallen vacant in Public Works ( Roads and Buildings), Public Health Engineering, Irrigation and Flood Control Departments in State and this scenario continuing arbitrarily and without any cogent reason under Governor’s rule, is beyond comprehension.
Is there any iota of accountability for allowing the worst kind of stagnation to start operating deleteriously, as at least thirty two posts of Chief Engineers and Superintending Engineers cadre are lying vacant in those Departments which are most important being directly related to infrastructural development projects and other utilities connected with the welfare of the people. Who are these “top officers” sitting on the files and what for is the unspecified iffier wait, as also who stand potentially benefitted, must all be made known. This, we are constrained to say, as there are words on the grapevine that the entire delay was deliberately caused, only to ensure some “blue eyed ” favourites got benefitted who otherwise figure at lower rank in the promotion / seniority list.
As if it was any less of a wilful act of not taking a decision in respect of 32 posts of CEs and SEs in the Engineering cadre, at least 130- posts of Executive Engineers and Assistant Executive Engineers cadre are also lying vacant in these departments of which nearly 70 posts are falling vacant in the Public Health Engineering, Irrigation and Flood Control alone. How can an effective and accountable administration be possible when vital Departments are without those personnel without whom they cannot function except for name sake? It is not that any new posts are to be created for which proper sanction is required but these posts having fallen vacant on account of superannuation and other reasons and thus are “sanctioned” in SRO terminology, filling them in an automatic manner should be the official culture but ad hoc(ism) and “officiating” practices have been given a free hand in these departments. The immediate casualties, as a consequence, are the growth and development in the State.
Can such an obstinacy of a few top officers be justified in any manner as because of such recalcitrant attitude of theirs, they perhaps were unaware of the quantum of setback suffered and likely to suffer more by those projects which were underway. Many Engineering wings are lying headless and subordinate staff was facing problems as there were heaps of matters pending and decisions required to be taken. The rut is in other form too and public must know all about it and that is issue of quota versus non- quota within the Department like Roads and Buildings which also has been one of the reasons behind the “delay” besides the urge by the higher ups in the hierarchy to shower favours on their select blue eyed boys (Engineers) who otherwise are not eligible to be elevated to man the vacant posts.
We urge the Governor to take stock of the situation, because such instances here and there cumulatively were responsible to wreak havoc with what we call “good” governance . Can a summary inquiry be instituted to know all about the matter as to why the vacant posts were not filled , who delayed the process and why and how have all such mess and the rut been allowed to make inroads into the system. We shall be monitoring the developments.
