FCS&CA orders physical verification of stocks, stores across Kashmir

SRINAGAR, Mar 21: The Directorate of Food, Civil Supplies & Consumer Affairs (FCS&CA), Kashmir has ordered the conduct of physical verification of stocks as well as stores across Kashmir while the authorities have also formed verification teams allotting them the concerned districts for the same.
As per details, the physical verification of stocks in all go-downs and sale outlets as of 31.03-2023 in Kashmir valley shall be conducted by the concerned designated officers.
In this regard, the Chief Accounts Officer (CAO) has been directed to provide details of the balance of each godown/sale centre as on March 28, 2023, to the Physical Verification Officers well in advance.
Further, the Physical Verification Officers, after taking information from the Accounts Branch, as per directives, will have to check the transactions made by the storekeepers during the month mid furnish the physical verification report/statement in the prescribed proforma by or before the 10th of April, 2023 positively to the CAO for examination.
CAO, in this regard, has been directed to ensure receipt of physical verification reports/statements and intimate the position of accounts after verification with ledgers to the Director, FCS&CA, Kashmir by April 15, 2023, positively.
“CAO shall supervise the financial management, chest remittances, cash, sale of Ration Cards, dead stocks, stationery articles, etc,” the directives issued in this regard State.
Similarly, to carry on the physical verification of stocks properly and smoothly, the dispatching agencies have also been asked to ensure the completion of dispatches of food grains to each sale outlet as per the requirement up to March 20, 2023.
The field staff, which include Tehsil Supply Officers and Storekeepers, have been directed to conduct the sale of food grains up to March 31, 2023, while it has been noted that there shall be no transaction or sale after the prescribed date.
The officials, who have been tasked with the verification of the stock and stores across Kashmir, have been directed to carry out the process as per laid down guidelines and as per procedure in vogue.
They have also been asked not to resort to any delay in furnishing the requisite physical verification reports/statements to the Directorate after observing the instructions laid down during the verification. “Any delay, if noticed, will be viewed seriously and the concerned Physical Verification Officer shall have to face the consequences,” the directives State.
Officials who are privy to the developments told Excelsior that it is a normal process carried out annually by the FCS&CA under the Food Manual. “During the verification, we ascertain the condition of the stores along with the physical quantity and the quality of the food grains,” the officials said.
