Let there be no bar of private sector and from within the Government departments when it comes to hunt for the talent, efficiency and decision making capacity while filling up posts of senior level bureaucrats in several Government departments on contractual basis. When the motive is contribution towards nation building, talent, commitment and delivery, there should be no bar of private or public sector.
Departments where extreme talent, promise, spark, expertise and dexterity are the hallmark and concomitant phenomena, no outdated or even extant procedures should prove of any impeding role. The recent move of the Government in this direction is yet another reformative step in making administration responsive to changing times and towards ever increasing aspirations of the people who want deliverance, no matter how managed.
Certain sections from the opposition, as usual have criticized the daring move of the Government knowing fully though, that in departments like revenue, financial services, economic affairs, agriculture, cooperation and farmers’ welfare, climate, shipping, forests, new renewable energy, civil aviation and the like, the need of the hour was efficiency, integrity and expertise.
A circular issued by the Department of Personnel and Training has asked for candidates, talented and motivated, who would, as joint secretaries, be willing to contribute towards nation building on contract basis of three years extendable to five years depending upon performance. Let efficiency, commitment, fast and timely decisions making and delivery be the face of our administrative set -up.
