Expedite work on DILRMP

Bringing about new changes and taking recourse to modern techniques to update and compile necessary data and records of land revenue etc, an innovative Central Government sponsored scheme known as Digital India Land Records Modernization Programme (DILRMP) was implemented in Jammu and Kashmir from April 2016 but it has not shown the requisite pace with which it should have been working. Since the scheme is fully funded by the UnionGovernment but the mode of payment is on re-imbursement basis which means “work first and funds later” commensurate with stage wise completion, the effect of which was to be given from April 2018, certain problems due to funds have cropped up.
In this connection, the work of surveys is not complete and most of the districts are not yet fully covered and in that context, in order to streamline and expedite the work like surveys, scanning of revenue documents, maps, digitalization of the updated revenue papers etc, Lieutenant Governor Girish Chandra Murmu has directed for exploring possibilities of using drones for surveys wherever feasible and possible so that the work was expedited. As regards availability of funds required for the job, a consolidated requirement of funds was to be furnished by the Revenue Department to the Finance Department so that the component of funds availability too was taken care of. It is commendable that newer techniques were planned to be introduced to get the much required job of streamlining the data of revenue papers and documents in digitised form. Apart from that , dedication and hard work of the concerned personnel mattered much.
