Excise executive staff for removal of pay anomaly

JAMMU, Oct 22: Executive Employees of Excise and State Taxes Department (Inspectors, Sub-Inspectors and Excise Guards) have urged upon the Governor Satya Pal Malik to redress their long pending three decades old demand for removal of their pay anomaly .
Talkig to the Excelsior these employees disclosed that since 1989, they have been demanding and persuading the Government for removal of pay anomaly of executive staff. The demand being genuine can be acknowledged from the fact that various representation regarding the matter have been forwarded by Commissioners of Excise and State Taxes Departments from time to time vide No. 38-Adm/2684/CCT on 24-02-2016 and 38-Adm/2061/CCT on 9-1-2018 and 38-Adm/5064/CCT on 18-9-2018. A new representation has recently been forwarded by KK Sharma, Advisor to Governor vide no PS/Adv(S)/2019/2640 on 26-03-2019, to Director Codes and Principal Secretary, Finance but no favourable action has been taken till date.
Inspite of performing same duties in the single organisations of same nature and quality they have been given much lesser Grade Pay than their counter parts in Central Board of Excise and Customs (CBEC). This is clearly a discrimination and violation of fundamental right of the employees since they are being denied the right of equal pay for equal work .
It shall be relevant to mention here that Cut Motion was also moved by Member of the Legislative Assembly Javed Rana in Demand No.8 Finance in order to discuss the matter of removal of existing pay anomalies of Government in Finance and Police Department.
Matter was also brought into notice of Pay Anomaly Committee which recommended to undertake a comprehensive cadre review having regard to unique nature of duties discharged by these personnel together with the position obtained in the neighbouring States and the Central Excise Department (CBEC) viz- a-viz corresponding pay grades of equivalent posts.
A comparative analysis of the Pay Grades of executive employees in Excise and State Taxes Department in J&K and their counter parts in CBEC Department is that the Grade Pay of Inspector in J&K is 4200 whereas, in Central Board of Excise and Customs (CBEC) the Inspector gets Grade Pay 4600. The Grade Pay of Sub- Inspector in J&K is mere 2400 but his counter part in CBEC gets Grade Pay 4200 with a huge difference. The Grade Pay of Havalder in CBEC is 1800 whereas, his counter part (Excise Guard) in J&K gets Grade Pay 1400. There is a remarkable anomaly of Grade Pay in comparison to employees of CBEC and Excise and Taxation employees of J&K, they maintained.
