Excise employees demand removal of pay anomalies

JAMMU, Oct 14: The executive employees of Excise and State Taxes department including Inspectors, Sub Inspectors and Excise Guards, have urged upon the State authorities to remove the pay anomalies in the grades of this cadre.
In a joint press statement, these employees pointed out that since 1989 they have been demanding and persuading the Government for the removal of pay anomalies in the grades of executive staff. They said many times representations were given to the Excise Commissioner and also to the Advisor, K K Sharma but no cognizance of the matter has been taken by the authorities so far.
The matter was also brought to the notice of Pay Anomaly Committee which recommended to undertake a comprehensive cadre review having regard to unique nature of duties discharged by these personnel together with the position obtained in the neighbouring states and the Central Excise Department.
They claimed that a comprehensive analysis of the pay grades of the executive employees in Excise and State Taxes Deptt in J&K and their counter parts in the CBCE Deptt is that the grade pay of Excise Inspector in J&K is Rs 4200 whereas, in Central Board of Excise and Customs (CBEC), the Inspector gets Grade pay of Rs 4600. The Grade pay of Sub Inspector in J&K is mere Rs 2400 but his counter part in CBEC gets Grade pay of Rs 4200 with a huge difference. The Grade Pay of Havaldar in CBCE is 1800 whereas, his counter part ( Excise Guard), in J&K gets Grade pay of Rs 1400.
Interestingly, yet another major anomaly totally exposes the system, from the fact that an Inspector having minimum qualification for the direct recruitment as Graduation is placed equivalent in Pay Grade to the mechanic having Matric qualification and ITI trained as qualification. A Sub Inspector having minimum qualification for direct recruit also as Graduation is placed below in the pay grade of Mechanic with Matric and ITI diploma as qualification.
They urged upon the State authorities to amend recruitment rules and remove pay anomalies in the Executive cadre in the Excise and Taxation Department without any more delay.
