Inquiry Officer, who also happens to be the Commissioner/Secretary Science and Technology, and Information and Technology Department, was appointed by the Government last year to conduct inquiry into the charges brought against Dr. Javed Ahmad Chowdhary, the then Medical Superintendent and HoD of the only pediatric hospital. There had been a slew of charges; from dereliction of duty to non-utilization of funds etc. brought against Dr. Chowdhary. It will be reminded that there was a furor over increasing infant fatalities in the hospital then, and this had infuriated the public, forcing the Government to set up the inquiry. The report exonerates Dr. Chowdhary of all charges by highlighting his positive role to stem the rot. However, the report has indicted Dr. Kaisar Ahmad, HoD Pediatrics and former Principal of the Government Medical College, Srinagar. Revealing lack of proper coordination among the faculty members and different offices of the GMC Srinagar and its Associated Hospitals, the reports cites the example of Dr. Kaiser by saying that he was appointed as examiner when his niece was appearing in the MBBS examination. The matter was brought to the notice of GMC Principal and he neither he asked him to step down nor did he himself offer for stepping down as demanded by the rules.
We hope that since the acting HoD has been implicated for breach of rules and trust, a full-fledged inquiry should be ordered into his conduct. Moreover, we are unhappy to know from the report that there is lack of co=ordination among the faculty in GMC Srinagar. This unhealthy trend needs to be arrested at all cost. The Government should devise means and methods of forging cohesion among the faculties of the Medical College because nothing can be tolerated that adversely affects the health of the people or creates hurdles in their proper treatment at Government hospitals.
