Consent to Jammu and Kashmir Panchayat Raj (Amendment) Bill 2016 by the Governor, whereby there will be no direct election of Sarpanchs, Panchs will elect their Sarpanchs (DE Dec 20), is verily a historical, decision of the Govt. With this, certainly, educated people friendly and awakened citizens will get a chance to be elected as Sarpanch’s and not as before, merely on community or caste lines, disregardful of their footings in the area concerned. It will also discourage the waywardness and dictatorial attitude of Sarpanchs, as the sword of their removal will keep hanging over their heads in the event of poor and unscheduled performances. The apprehensions of horse trading in the process of election can’t be totally denied, yet it will provide better opportunities for better, educated and seasoned candidates as Sarpanchs. It goes without saying that grass-root administrative efficiency and honesty can uproot and eradicate the evil of corruption, though it starts from the top and percolates to lower rungs of the systems.
