JAMMU, June 3 : Describing employees as face of the government, Deputy Chief Minister Tara Chand today said dedicated work force plays pivotal role in efficient public delivery system and goes a long way in meeting the expectations of common masses.
“Government has enacted ambitious legislation to ensure time bound delivery of public services through Public Service Guarantee Act (PSGA) and best results are only possible when employees work with zeal, dedication and commitment towards their duties,” he added.
He said ambit of services covered under PSGA would be gradually increased and more services would be included, so all the employees should work with the same efficiency so that public gets time bound services and menace of corruption is checked.
Mr. Tara Chand was addressing a convention of Employees Welfare Cell at Khour today. Prominent among those who attended the convention included, Chairman Brij Lal, President Balwan Singh and scores of employees of the area.
The Deputy Chief Minister said number of initiatives have been taken by the Government to address genuine demands of the employees and the State is among those few States which have implemented Sixth Pay Commission. The Government is well aware of the problems confronting the employees and concrete steps have been undertaken to watch interests of the work force, he added.
He said a major share of the State’s budget goes in salaries and pensions and not with standing financial constraints the government has agreed for giving Sixth Pay Commission arrears also and the employees have already received installments of the same.
Underscoring the measures put in place for welfare of the employees, Mr. Tara Chand said the Government has implemented transfer policy to watch the interests of the employees and the policy has various provisions for ensuring time bound transfers as per availability, suitability and keeping in view the requirements of Government work.
“The employees are asking for their rights, they should also be aware of their duties and one who demands for rights has to first ensure that he’s coming up to the expectations of his duties,” he said.
Various demands were projected during the convention which include, confirmation of employees working under various arrangements, removing disparity of wages, implementation of transfer policy in true letter and spirit, ensuring de-attachment of employees and removing infrastructure bottle necks for those services which are covered under PSGA.
The Deputy Chief Minister assured that all the genuine demands would be taken up at the right quarters for early redressal of the same.
