Education Policy, Fee Structure Panel in limbo, awaiting GAD concurrence

JAMMU, May 2: Uncertainty looms large over the fate of  much hyped  new Education Policy and fee fixation panel as the General Administration Department is allegedly sitting over the significant proposals of  the School Education Department.
The GAD has not yet given its concurrence on framing the State Education Advisory Board for the purpose of formulating the Education Policy and Administration, reliable sources informed the Excelsior.
Meeting the same fate, the high-level committee headed by retired Chief Justice for fixation of fee structure of private educational institutions in the State is also in limbo owing to no concurrence of the GAD so far, sources added.
Pertinent to mention here that  in order to fine tune the Education Department according to modern day requirements, the Deputy Chief Minister Tara Chand, who holds the portfolio of School Education Department, had  initiated work on drafting a new education policy.
For the purpose of formulating the Education Policy, Government framed the State Education Advisory Board as envisaged under Jammu and Kashmir School Education Act 2002. Headed by the Minister for School Education as ex-officio chairman,  Secretary School Education, Chairman BOSE and both the Directors of School Education are its ex-officio members and  some eminent educationists as non-ex-officio members.
The Board would give suggestions on formulating an education policy keeping in view the requirements and topographical constrains of Jammu Kashmir State.
Similarly, for keeping a tab on private school fee structure,   the Government as per the directions of Supreme Court  framed a committee headed by retired Chief Justice for fixation of fee structure of private educational institutes in the State. Former Chief Justice Bilal Ahmed Nazki has been appointed as Chairman of the Committee. He will nominate a Chartered Accountant of repute as one of the five members of the committee.
Other members of the committee will comprise representatives of  BOSE, Secretary School Education and persons of repute. The committee would fix the fees so as to prevent profiteering, payment of capitation or unjustified charging of fee in any other manner.
As  SRO on constitution of State Advisory Board and formal notification on fee panel have to be issued by the GAD after according concurrence to the orders of  the Education Department,  both the significant decisions are in limbo so far.
When contacted, Secretary GAD told Excelsior that the process was on for the concurrence and SRO for the Advisory Board would be issued after discussion with the Law Department. Regarding the Government committee on regulating fee structure of private schools, he said that the matter had been brought into the notice of Chief Minister who would take a decision  over the same.
