It is undesirable on the part of the Drawing and Disbursing Officers or the Heads of the Departments to create unnecessary delay in the release of pension or payment of deferred pension in favour of Government employees who have reached superannuation. The Accountant General has been instructing the authorities to expeditiously resolve pension payment cases because it is a humanitarian issue. Earlier also, instructions were given to the DDOs to see to it that there is no inordinate delay in making payment of pension to the pensioners. However, taking into account the number of complaints coming in from the pensioners, one can say that there is little progress in expediting the cases of pensioners. The Governor is very much concerned that pensioners should receive their pension amount without delay and hassles.
Generally, what happens is that the DDOs do not make proper entries into the service record of Government employees at the time of grade revision because the salary has to be re-calculated at the time of the announcement of grade revision. The matter ultimately becomes a serious burden for the incumbent. The mistake committed by the accounts branch in miscalculating the salary amount results in over drawings, which have to be refunded before the pension is fixed.
The Governor has disapproved it and directed that the DDOs should ensure that pay entries are made properly and that a pensioner is not harassed about overdrawing and refund. Along with this the Governor has also ordered that the DDOs or the HODs should send the pension papers of a prospective pensioner six months before he retires from service for fixing of the pension in accordance with the salary that was due to him on the day of retirement.
The retiring pensioners will find great relief in the latest orders of the Governor. A month ahead of their superannuation, the DDO concerned will have to submit papers to the Accountant General who is the authority for fixing the pension of the pensioner. Earlier, the Governor has also issued instructions to the General Provident Fund office to ensure that amount of provident fund is paid to the pensioner without hassles. This had already won the Governor the goodwill of the pensioners, who, otherwise, have had to cool their heels at the GP Fund office for months and years to get their own money released.
