NEW DELHI, Nov 1: Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh has launched, the latest of its kind, “Employees Online” (EO) App to track Government transfers, appointments, postings and vacancies.
The EO App is a mobile application initiated by the Department of Personnel & Training (DoPT) and would also facilitate round-the-clock connectivity with the administration as well as access by the common citizenry. The formal launching was done here by the Minister in the presence of Union Secretary PMO Bhaskar Khulbe, Union Secretary DoPT B.P. Sharma, Establishment Officer Rajiv Kumar and other senior officers of Government of India.
Speaking on the occasion, Dr Jitendra Singh said, in keeping with the spirit of Prime Minister Narendra Modi’s call for maximum governance, it is the need of the hour to bring hi-tech systems into governance and also enable real-time information with transparency and accountability. He said, mobile phones are available to virtually everyone in the country and therefore, it is crucial that we move to a mobile platform which is easily accessible anytime, anywhere and to anybody.
Describing the DoPT as the research and development wing of Government of India, Dr Jitendra Singh said, the new App will enable users, including officers, media persons and all stakeholders to stay updated with appointments and postings approved by the Cabinet Committee on Appointments (ACC) as well as vacancies at senior level. The new App, he said, will place all the relevant orders and notifications instantly in the public domain and thus reduce all kinds of unnecessary speculations regarding transfers and postings in the Government.
Dr Jitendra Singh said, the EO App is an effective management tool which will empower IAS officers and officers working in Central Staffing Scheme by providing them with personal records such as Annual Performance Appraisal Report (APAR), Immovable Property Return (IPR) and Executive Record (ER) sheet through secured NIC login ID and password.
During the last over two years of the Modi Government, Dr Jitendra Singh said, the DOPT has not only succeeded in reducing the processing time of office files and overcome the procedural delays, but it has also succeeded in placing every government decision, even taken at the highest level, in public domain on real-time basis. The result of this is that today, even before an officer receives the personal copy of his transfer or posting order, the same is already available in the public domain for everybody to access and offer inputs, he said. This is in keeping with the Modi Government’s commitment to provide governance which reinforces the capabilities of the civil servant and at the same time, helps in bringing him closer to the common man of India, he observed.
