JAMMU, May 15: Government today assigned the charge of Head, Department of Surgery, Government Medical College (GMC) Jammu to Principal of the College, Dr Nasib Chand Digra, in view of seniority dispute between his junior colleagues.
Recently vide its order number 408-JK (HME) of 2020 dated 28-04-2020, Government has appointed Dr Nasib Chand Digra, Professor and Head, Department of Surgery, GMC Jammu as Principal of Medical College Jammu. Accordingly to ensure that clinical care of the patients in the Department of Surgery does not affected and academic roster duties of both gazetted and non-gazetted staff are properly maintained and routine works of the Department are properly carried out, it was essential to designate an Academic Head for the Department of Surgery.
In the latest order issued today, Government said that as per MCI guidelines, a Professor can be designated as Academic Head of the Department and in the absence of Professor, a confirmed Associate Professor can be designated as Head of the Department but there is only one confirmed Associate Professor namely Dr Zahur Hussain in Department of Surgery and he too is junior to both Dr Sanjay Kumar Bhasin and Dr Ratnakar Sharma, who though Incharge Professors, are only confirmed Assistant Professors and cannot be confirmed on the posts of Associate Professor/Professor because of a court case pertaining to a seniority dispute between them.
“Further, confirmation of Dr Zahur Hussain on the post of Associate Professor has been made subject to the superior claim of both Dr Sanjay Kumar Bhasin and Dr Ratnakar Sharma. Under these circumstances, neither Dr Sanjay Kumar Bhasin nor Dr Ratnakar Sharma can be designated as Head, department of Surgery, GMC Jammu,” the order reads.
It further added that now in the interest of administration and patient care, Dr Nasib Chand Digra, Principal GMC Jammu shall also hold the charge of Head, Department of Surgery, Medical College Jammu, till further orders.
