JAMMU, Dec 7: Division Bench of the High Court comprising Chief Justice Gita Mittal and First Puisne Judge Justice Rajesh Bindal has directed the Government of J&K to ensure that digitization of land records must be geo referenced.
While allowing two Civil Miscellaneous Applications in PIL No 19/2011, the DB, after hearing Advocate Sheikh Shakeel Ahmed for the petitioner, Senior AAG S S Nanda for the Revenue Department, AAG Raman Sharma for ACB and Shaleen Kabra, Home Secretary/ Principal Secretary Revenue in person, appointed Dr Nivedita Haran, former Joint Secretary, Ministry of Urban Development & Poverty Alleviation and Additional Chief Secretary, Revenue and Disaster Management, Govt of Kerala as Expert Local Commissioner to conduct periodic checks on the digitization of land records which are underway in the UT of J&K.
Division Bench further directed that the efforts should be made to enable historical tracking of rights in the land. “If necessary the Local Commissioner may physically travel to the offices in order to conduct random checks and bi-monthly reports will be submitted by the local commissioner to this court”, the DB added.
