JAMMU, Dec 19: Even after more than twenty months since commencement of the 12th Five Year Plan, the implementing agencies have failed to achieve the rural electrification targets set for Jammu and Kashmir under Rajiv Gandhi Gramin Vidyut Yojana (RGGVY) Projects in the previous two plans.
Except Jammu, Kathua Udhampur and Poonch, no other district could achieve the desired target of electrification in rural households under 10th and 11th five Year Plans, sources said quoting an official report on latest status of RGGVY projects in J&K State.
Similarly, out of total sanctioned 20 new sub-stations of 33/11 KV under the two plans, only 10 have been commissioned so far, sources added.
Pertinent to mention that a comprehensive programme namely Rajiv Gandhi Gramin Vidyutikaran Yojana (RGGVY) was launched by the Government of India in 2005 to achieve the goals of national rural electrification policy to provide access to electricity to all rural households. Under RGGVY scheme, 90 percent capital subsidy is provided by the Central Government for overall cost of the project.
DPRs of all the districts of the State were sanctioned under RGGVY phase-I for electrification of un-electrified villages while Jammu Kashmir Power Development Corporation (JKPDC) and National Hydroelectric Projects Corporation (NHPC) were the implementing agencies.
As per the report, there was provision for electrification of 234 un-electrified villages (UEV) and 3247 partially electrified villages (PEV) with 79991 BPL households under 10th and 11th FY Plans. Till date, only 196 UEV and 3070 PEVs have been covered with 64900 BPL households while the work on left out is still going on, sources explained.
Leh, Rajouri, erstwhile Doda and Kupwara are at bottom among the total 10 districts, which registered the achievement less than the desired target.
With respect to electrification of UEV, PEV and BPL Households, Rajouri registered 67 percent, 75 percent and 60 percent achievement respectively. Leh registered 51 percent, 25 percent and 81 percent achievement while erstwhile Doda district has registered 77 percent, 94 percent and 86 percent achievement.
Kupwara is only district among the total three, including Jammu and Udhampur, which were taken up for rural electrification under the 10th FY Plan but have failed to achieve the desired target till date. So far, it has covered only 68 percent UEVs, 85 percent PEVs and 80 percent BPL HHs. JKPDC was the executing agency for Kupwara and NHPC for Jammu and Udhampur districts.
Interestingly, Kargil has achieved 100 percent target in electrification of un-electrified villages and covering 87 percent BPL households in the district where there was no partially electrified village.
Srinagar, Budgam, Anantnag and Baramullah also achieved 100 percent target in electrification of UEVs but failed to fully cover the PEVs and BPL Households. Srinagar covered 75 percent PEVs and 92 percent BPL Households, Budgam covered 57 percent PEVs and 58 percent BPL HHs, Anantnag 99 percent PEVs and 61 percent BPL HHs, Baramulla 97 percent PEVs and 54 percent HHs.
District Jammu, which was taken up under RGGVY Project in 11th FY Plan and achieved the hundred percent target, had 847 PEVs, 6314 BPL Households and no UEV.
