JAMMU, Jan 15: A joint deputation of Promotee Agriculture Graduate Officer’s Association (PAGOA), Jammu led by its president, Prem Singh and Jammu and Kashmir Agriculture Technocrat’s Association (JAKATA) led by Vishal Manhas today met Rajeev Rai Bhatnagar, Advisor to J&K Lieutenant Governor.
PAGOA deputation apprised the Advisor that direct recruits have allegedly grabbed power through temporary promotion system and have indulged in creating obstructions in filling the vacancy on regular basis through court cases just to show pseudo stagnation and to demand Advance Career Progression while there are over 60 per cent vacancies in Class-VII and 100 per cent in Class-VI to Class-I posts.
He further said that multi-posts’ charge is assigned to many officers who even not possess required qualification of the post.
Prem Singh urged the Advisor to end the seniority dispute of Class-VII emerged with the ‘discriminatory attitude’ of JKAPD towards promotees, take appropriate action to withdraw the LPA, fill share of promotees admissible under the rules, finalize the seniority of Class-VII (1st Level Gazetted cadre) which is mandatory for filling Class-VI to Class-I gazetted post as presently all these posts are lying vacant.
Chairman JAKATA, Vishal Manhas revealed that due to ‘faulty recruitment rules’ worst kind of humiliation is being faced by AEAs (divisional cadre post) under which BSc/MSc Agri Graduate and even Doctorate Degree holder AEAs are working in the Grade Pay of 4200 in which Carpenters, Plumbers, Camera Man, Boiler Operator etc also are placed.
He urged the Advisor to issue directions initiating merge of the post of AEA with JAEO cadre at the earliest.
He further stressed on merger of AEA in JAEO for ending dispute regarding the cadre.
The Advisor assured that appropriate action shall be taken in the matter in time bound manner.
Others present in the meeting were Sanjay Moza, Rajesh Mankotia, Opinder Koul and Vishal Soodan.
