Decks cleared for restructuring of JKSPDC

JAMMU, Nov 23: On Chief Minister Omar Abdullah’s initiative for reforms in the power sector, decks have been cleared for much needed restructuring of Jammu Kashmir State Power Development Corporation (JKSPDC) as a comprehensive roadmap for the same has been prepared for its implementation soon.
The roadmap envisages the role, functioning and responsibilities of division and wings of the Corporation, which include Corporate Planning Division, Projects Division, Operations and Maintenance Division, Commercial Wing, Finance Division, Human Resources Division, Internal Audit Wing, Legal Wing and Vigilance Wing.
There will be one Survey Investigation Division each for Jammu and Kashmir divisions having support of one Mechanical Division in the field, which will have jurisdiction all over the State, including Ladakh region. All these divisions will work under the Corporate Planning Division, headed by Director (Civil) and responsible for all planning and pre-execution activities.
In Ladakh, the Chief Engineer (Civil) will be responsible for survey and investigation work of new projects in the region. He will directly report to the Corporate Planning Division at the Corporate office in relation to survey investigation matter.
Further, there will be three Field Divisions on the Geological Engineering side operating one each from Srinagar, Jammu and Ladakh. These divisions will be reporting to the Chief Geologist (General Manager Geology) of the Corporate Planning Division and will be under his direct control.
Consequent upon this, the posts of Chief Engineers, Civil Investigation and Design, Kashmir and Jammu will be abolished while three out of the five Civil Investigation Divisions operating in Kashmir and Jammu shall also be abolished. Similarly one out of two Mechanical Divisions, each operating from Kashmir and Jammu, will be abolished.
The adjustment of the staff working in the abolished divisions will be ordered to the extent of the requirements of the JKSPDC separately.
With the restructuring of JKSPDC, the Executive Director in the Corporation will be re-designated as Director, Chief Engineer and equivalent level non-engineering posts as Chief General Manager, Superintending Engineer as General Manager, Executive Engineer as Senior Deputy GM, AEE as Deputy GM, AE as Assistant GM and JE as Manager. However, the Executive Directors of Projects and Plants will remain designated as Executive Director.
Mega projects having the capacity above 300 MW will be headed by an Executive Director (Civil) and large project, having the capacity above 25 MW to 300 MW, by a Chief General Manager (Civil).  Similarly, a Mega Power Plant (capacity above 350 MW), will be headed by Executive Director (Electric) who shall be responsible for operation and maintenance of both electro-mechanical and civil components of the Plant.
The large, small and mini power Plants will be under the respective Chief General Managers (Generation) operating at divisional or provincial levels.
There shall be one General Circle each in Kashmir, Jammu and Ladakh and one Civil Maintenance Circle each in Kashmir and Jammu, headed by General Manager (SE) from respective cadres. They will look after and advise the CGM on the electro mechanical and civil maintenance matters of large, medium, small,  mini and micro plants located in the respective divisions.
These circles will operate from the office of CGM (Generation) of respective division in Srinagar and Jammu.  The Generation Divisions and the Civil Divisions will work under the CGM through respective GM.
In Ladakh region, the responsibility for the civil maintenance of power plants will, however, remain with the CGM (Civil) till the post is held by a CGM level officer after which this job will vest with CGM ( Electric) Ladakh, who will be assisted by Chief Project Engineer (Civil), Ladakh in these matters. The CGM (Civil) Ladakh will undertake necessary maintenance of power plants falling under his jurisdiction with prior consultation with the CGM (Electric ) Ladakh.
In the revised structure,  the norms of posts and manpower for various divisions and wings have been specified.  The surplus posts at executive and non-executive level as compared to the sanctioned strength at present, can be re-deployed in the new projects while additional posts recommended for creation will be linked with the milestone fixed for each project.
The Directors of Corporate Planning Division, Projects Division and Operations and Maintenance, shall be functional Directors heading the specified wings of the Corporation and shall be appointed as Director on the Board by the Government in accordance with the provision of the Articles of Association.
The Project Division will be headed by Director (Civil) Projects, who will be overall head of all the projects under execution in PDC while Director (Electric) Operations and Maintenance Division will be accountable for all post execution plants. The Director (Electric) will also lead the corporate support team to provide corporate support to the concerned heads of the Power Plants in relation to maintenance, generation, planning, monitoring, RMU,O&M contract and technical documents. All Chief Engineers of mega power houses, Regional CEs, Incharge of large to mini power generation units will be reporting to him.
The Commercial wing will be headed by Chief General Manager from either  Electric or Civil or Mechanical cadre. The wing will be responsible for managing commercial aspects of JKPDC.
Similarly, the Finance Division will be headed by Director Finance and shall be responsible for project financing, financial management and accounting of the Corporation. This Division will be accountable for fully switching over to the automation and ERP implementation in a time frame.
The Human Resources Division will focus on core HR functions such as training, recruitment, manpower, policy and manpower development etc while Internal Audit wing, headed by CGM level officer, will be accountable for introducing a great check and control mechanism in JKPDC.
