JAMMU, July 19: Jammu Kashmir Reserved Categories Empowerment Alliance (JKRCEA), the biggest umbrella social organization in the union territory of J&K has urged both Delimitation Commission (DC) and Backward Classes Commission (BCC) to work and act as per constitutional methodology without toeing with the line of any political or social group.
Addressing a press conference here today, Prof G L Thapa (working president, JKRCEA) said that the constitutional rights of SC/ST/OBC communities are being defied by the present J&K bureaucracy day in and day out since the Governor’s/President’s Rule was imposed in J&K.
He said that the rightwing political party and their social wing talk one thing in media and they shirk from the all powerful bureaucracy. He added that this bureaucracy even sabotage meeting of right thinking social groups with the Lt Governor. “Blatant violation of J&K’s Reservation Act & Rules, Presidential Order dated 01-03-2019, extended 77th constitutional amendment to J&K during President’s Rule in J&K are the glaring examples of bureaucratic over activism,” he added.
Mohinder Bhagat (working general secretary, JKRCEA) said that the delegation of JKRCEA called to meet Delimitation Commission was looked more of a formality than an exercise of delimitation in real sense as they were not allowed to even discuss vital issues related with delimitation with the members of the Commission. They were asked to submit their memorandum only.
Prof Kali Dass (member presidium), while addressing the media, said that implementation of Mandal Commission report is still awaited in J&K and the unconstitutionally carved categories are enjoying good share of reservation in educational institutions and employment at the cost of depriving OBCs of their due share. He urged that Backward Classes Commission must give its report factually and constitutionally correct position for the overall benefit of SC/ST/OBCs.
