JAMMU, Oct 9: In the Public Interest Litigation (PIL) filed by one Shiv Shanker Sharma seeking quashment of backdoor appointments in Engineering Departments, Division Bench of High Court comprising Justice Ali Mohammad Magrey and Justice Bansi Lal Bhat today issued notice to Chief Secretary, Commissioner Secretary GAD, Executive Engineers of PHE, Irrigation and Flood Control, PWD, M&RE, PHE Mechanical of Kathua and Deputy Commissioner of Kathua returnable within two weeks.
In the PIL, petitioner filed writ of certiorari so as to hold the J&K Civil Services (Special Provisions) Act, 2010 dated April 28, 2010 as ultravires to the Constitution of India violating the spirit of Article 14 & 15 of the Constitution of India as made applicable to the State of J&K and consequentially quash/cancel the backdoor appointments depriving various lawful and eligible aspirants from public employment.
