JAMMU, Jan 1: In the much publicized Public Interest Litigation (PIL) highlighting organized land grabbing by certain police officers, politicians and bureaucrats in connivance with land mafia, Division Bench of State High Court comprising Chief Justice MM Kumar and Justice Hasnain Massodi today arrayed State Vigilance Organization (SVO) through its Commissioner as party respondent and directed the Commissioner to file date wise report highlighting the date of communication or any other correspondence between the Commission and the State Government over alleged encroachment of State land by the Member Parliament Ch Lal Singh.
When the PIL came up for hearing, Senior AAG Gagan Basotra stated that a meeting was convened under the chairmanship of Advocate General and some contradictory facts came to fore from the record. Stating that such issues were yet to be resolved, he requested for some time to place before the Court a complete picture.
After hearing Advocates Virender Bhat and S S Ahmed for the PIL whereas Senior AAG Gagan Basotra appearing for the State, Division Bench observed, “the record of the case produced before court does not contain the communication and the report sent by the Commissioner of Vigilance to General Administration Department”, adding “the copies of the report dated April 24, 2006 and communication dated December 1, 2006 placed on the record clearly highlight that Government was informed that Choudhary Lal Singh is in physical possession of 324 kanal and 7 marla of land in village Karani Khurd where he had constructed a farm house”.
