Modern cattle pound at Nagrota

JAMMU, Sept 2: Division Bench of the State High Court comprising First Puisne Judge, Justice Rajesh Bindal and Justice Sindhu Sharma has granted three weeks time to the Jammu Municipal Corporation to finalize the DPR for the construction of the cattle pound on 97 Kanals of land situated at village Seri Khurd in Nagrota tehsil.
The Division Bench further directed the Forest Department to comply its order dated July 3, 2019 whereby Govt Advocate Ayjaz Lone appearing for Forest Department was directed to file a status report with regard to the encroachment of the forest land in State.
When the much publicized Public Interest Litigation filed by NGO SAVE (Save Animals Value Environment) through its Chairperson Devinder Kaur Madaan alias Rumpy Madaan came up for hearing, Advocate Sheikh Shakeel Ahmed with Advocates Rahul Raina, Supriya Chouhan and Mohd Zulkarnain Chowdhary appearing for the PIL submitted that a fresh status report has been filed by Pankaj Magotra, Commissioner JMC wherein it is submitted that the JMC as per the suggestions expressed by the court have carried out the necessary improvements in the plan.
In the status report, it was also submitted that NIT dated July 27, 2019 was issued for the erection/construction of boundary wall of the cattle pound and after completing the formalities, the work was formally allotted to the successful bidder on August 23, 2019 and the contractor has started execution of the work which is likely to be completed within 30 days.
It has further been highlighted in the status report that JMC is in the process of getting the proposal/DPR for construction of cattle pound approved and the technical team of the Corporation is in the process of preparing the NIT, which will be preferably issued within a period of six weeks.
Advocate Ahmed further submitted that the Forest Department has not filed the status report as per the directions issued by the Division Bench on July 3, 2019.
After considering the submissions of both the sides, the Division Bench granted three weeks time to the JMC to finalize the DPR for the cattle pound and also reiterated directions to the Forest Department to comply order dated July 3, 2019 by filing the status report with regard to the encroachment of the forest land in State.
