CS reviews preparations for ‘Constitution Day’ celebrations across J&K

JAMMU, Nov 19: Chief Secretary, B V R Subrahmanyam today chaired a meeting to review the preparations for the ”Constitution Day’ to be celebrated in Jammu and Kashmir on 26th of November, 2019.
On this day in 1949, the constitution was adopted, which came into force on January 26, 1950 marking the beginning of a new era in the history of independent India.
The ‘Constitution Day’ is being observed since 2015. This year will mark the 70th anniversary of the adoption of the Constitution. The ‘Preamble to the Constitution’ will be read out in all the offices / establishments/ units of Government Ministries/ Sub ordinate Offices /Autonomous Bodies on 26th of November, 2019 at 11:00 am and every year, thereafter.
A National Campaign will also be launched focusing on creating awareness regarding a very important feature of the Constitution-the Fundamental Duties. This campaign would start on 26th of November, 2019 and culminate on 14th of April, 2020 i.e Dr B R Ambedkar’s Birth Anniversary.
In the Government of India, the Ministry of Social Justice and Empowerment is the Nodal Ministry for celebration of Constitution Day. The Department of Law, Justice & Parliamentary Affairs Department assisted by the General Administration Department (GAD) has been designated the Nodal Department in J&K.
While reviewing the preparations, Chief Secretary observed that a number of activities will be scheduled from 26th of November, 2019 upto 14th of April, 2020 to sensitize the people regarding the exalted values and the precepts enshrined in the Constitution.
He directed that educational institutions including universities, schools, colleges, engineering and medical colleges, law schools will organize essay, debates, talks, quiz competitions. Seminars and talks by eminent citizens on Fundamental Duties will also be organized by the Education Department. The State Legal Services Authorities / District Legal Services etc, educational institutions, government offices and private organizations will hold assemblies where participants will be administered a pledge on the Fundamental Duties.
In addition, Gram Panchayat and Urban Local Bodies will organize meetings as part of the campaign. Intensive publicity and public outreach will be organized through various media channels to spread the message of Fundamental Duties.
Chief Secretary directed the Departments of Law, Justice & Parliamentary Affairs, GAD, School Education, Higher Education, Social Welfare, Home, Housing & Urban Development, Youth Services & Sports, Rural development & Panchayati Raj, Tourism and Information to chalk out month wise calendar of activities in close coordination so that the ‘Constitution Day’ and the associated national campaign is rolled out in a befitting manner.
Chief Secretary asked the School Education Department to ensure inclusion of ‘Preamble’ and ‘Fundamental Duties’ in the School text books. He directed Rural Development and Panchayati Raj Department to facilitate reading out of the Preamble and talks on salient features of the Constitution of India in Gram Sabhas being organized on 26th of November, 2019 in each Panchayat across J&K. Preamble will also be read in Anganwadi Centers, Police Stations and other Government establishments across J&K on this day.
Chief Secretary further directed that officers who are part of the Back to Village (B2V) Programme phase-2 will have the Preamble read out in Gram Sabha on 26th of November, 2019 in local languages as part of the ‘Constitution Day’ celebrations. For this purpose, he directed the Deputy Commissioners (DCs) to have sufficient copies of the Preamble and Fundamental Duties in various languages including the local languages circulated among all the offices in the district administration.
