CS reviews implementation of BADP, land records modernisation

SRINAGAR, May 29: The implementation of Border Area Development Programme (BADP) was thoroughly reviewed at a meeting of State Level Screening Committee held here today under the chairmanship of Chief Secretary Mohammad Iqbal Khanday.
The meeting reviewed the progress achieved under BADP for creating and upgrading infrastructure and civic amenities in 44 border blocks of the State. It also approved the proposed Annual Action Plan for the current financial year to the tune of Rs 128 crore. Under BADP as many as 2631 schemes are under implementation in 11 border districts in which 1459 are on-going while 1172 are new schemes.
Out of the Annual Plan, an amount of Rs 77 crore has been earmarked under district allocation and expenditure while Rs 17.69 crore have been earmarked for Civic Action Programme carried by Army/paramilitary forces/BRO in border areas.
Under department wise allocation Rs 3 crore has been earmarked for Health and Medical Education, Rs 1 crore to Science and Technology Department, Rs 6 crore to PHE and I&FC, Rs 6 crore for drainage and other civic amenities and Rs 16.42 crore have been allocated to complete projects in 9 Model Villages.
Underlining the need for spending funds earmarked for the projects in full, Chief Secretary said that Deputy Commissioners should ensure that no spill over takes place, works get completed and utilisation certificates are furnished on time. He said that various useful activities have been undertaken and tangible assets created under the programme.
Director BADP gave detailed presentation on the financial and physical achievements registered in each district under the BADP programme in sectors of education, health, rural development, road communication, science and technology, power sector, PHE and irrigation, handicrafts, command area development, agriculture and allied activities etc.
On skill development of youth of the border areas, Chief Secretary called for further enhancing the scope under skill transfer and capacity building programme to accommodate more and more youth along with their proper placement.
Meanwhile, Mr Khanday today chaired a meeting of Jammu and Kashmir Land Records Management Agency (JaKLaRMA) to discuss the issues related to implementation of land record modernization programme and strengthening of revenue administration in the State.
The Chief Secretary said that computerization of land records is an important aspect under the modernization programme to improve record keeping, public centric e- service, settlement and other issues, adding that the process should be fast tracked. He said modern record rooms being established at Tehsil, sub division and Niabat levels should be completed at the earliest and training and capacity building of revenue functionaries be undertaken in all districts.
The meeting also approved Bye laws related to the agency for its effective functioning on the ground. The objectives and functions of the agency include taking initiatives for complete digitization of land records, strengthening of revenue administration, updating of land records and facilitating training and capacity building, providing technical assistance to create, organize, maintain centralized data of land records etc.
The meeting was informed that construction of 15 modern record rooms has been taken up out of which 11 have been completed. Moreover, 1719 villages have already been surveyed out of 7055 villages and for 743 villages’ complete computerized integrated ROR have been prepared.
The meeting was attended by Financial Commissioner Revenue, Arun Kumar, Principal Secretary Planning and Development, B. R. Sharma, Principal Secretary to Chief Minister, B. B. Vyas, Administrative Secretaries, Divisional Commissioner Kashmir and other senior officers.
