Pradhan Mantri Fasal Bima Yojna (PMFBY) and Restructured Weather Based Crop Insurance Scheme (RWBCIS) , the two crop insurance schemes started across the country in 2016 which were, however, not implemented in Jammu and Kashmir due to whatever reasons shall now stand initiated thus giving a great relief to the farming community . The Fasal Bima Yojna is aimed at comprehensive risk cover for crops against all natural risks which ordinarily cannot be prevented . This is applicable throughout from the stage of pre -sowing to post harvesting point of time . On the other hand, RWBCIS is aimed at providing insurance cover against any financial loss due to crop damage on account of adverse weather conditions like rainfall, winds , temperature , humidity etc . In other words , weather parameters are proxies used under this scheme and hence largely applicable in Jammu and Kashmir.
In all, it means providing financial support to those farmers who suffer crop loss or damage to standing crops on account of unforeseen events. This provision of the scheme, it may be noted, shall be helping in stabilising the income of farmers and motivating their continuance in farming. Continuance is farming is cardinal to the very prospects of our agriculture hence every move, effort, scheme , motivation and help need to be extended to the farming community. Not only that, it could also help the farmers in adopting innovative and modern techniques in farming. A population of 70 percent is engaged in agriculture in Jammu and Kashmir and this step taken by the UT Government is going to result in providing a boost to agriculture produce. Anyway, how to operate and result successfully implementing the two schemes, a procedural mechanism too has been evolved.
