Corruption charges framed against JE, GRS

JAMMU, Aug 31: Additional Sessions Judge Anticorruption Udhampur SC Katal today framed charges under Prevention of Corruption Act against Ved Bhushan, the then Junior Engineer RDD block Kulwanta Udhampur and Anil Kumar, the then Gram Rozgar Sevak (GRS) Panchyat Halqa Chigla Balota
According to the Anti-Corruption Bureau, on April 29, 2019, Mir Qasim, son of Manga of Ramnagart lodged a written complaint against the official of RDD namely Anil Kumar, Gram Rozgar Sevak (GRS) RDD Block Kulwanta alleging therein that in the year 2017 under Constituency Development Fund of MLA Ramnagar he executed the work of water tank at Balota Chigla for the welfare of the people of area.
In this connection, Rs 80,000 was credited into the account of BDO Ramnagar for payment of the same to him against the execution of work under Constituency Development Fund. However, Anil Kumar demanded Rs 8000 as bribe for releasing the amount of Rs 80,000.
On the receipt of complaint, FIR No. 04/2019 was registered in P/S Anti-corruption Bureau Doda. During the course of investigation, a team headed by DySP Kamaljeet Singh along with independent witnesses laid trap and caught the accused GRS while accepting bribe.
It also came to the fore during investigation that Anil Kumar had hatched criminal conspiracy with Ved Bushan, the then Junior Engineer of RDD Block Kulwanta Ramnagar. After completion of the investigation the Government vide order No. 29-JK-GAD (VIJ) of 2021 dated 18.05.2021 accorded sanction for prosecution of the accused Ved Bushan as Anil Kumar has been disengaged and he is no more in the Government service as such no sanction for his prosecution was required.
After hearing Additional Public Prosecutor Himanshu Parkash for the ACB, the court observed, “prima facie case of commission of offence u/s 5(1) (d) r/w 5 (2) PC Act. 2006 & r/w section 120-B RPC is made out against the accused person”. Accordingly, the charge-sheet was framed.
