Complete roads left half way: Ganai

POONCH, Dec 3: While stressing the need to have effective governance and better public delivery system mechanism, Member Legislative Council (MLC), Dr Shehnaz Ganai today said that people hold key to Government formation in the democratic set up.
While addressing public meeting at village Barachar, in Block Loran of Tehsil Mandi, today, Dr Shehnaz said that key to smooth delivery of services lies in the effective governance at local level, while people hold the key to Government formation in any democratic set up. She said that the people are the main source of power and in a democratic set up leadership lies in the hands of people and every decision has to be taken as per the aspirations of the people.
She welcomed the newly elected Panchayat members especially women and urged the Government to ask the front line field officers to develop a mindset of working in tandem with Panchayat members by respecting their representative character and making them fully aware of their involvement in the development process.
Dr Ganai urged the Governor to ask the authorities to complete the roads taken up earlier but left half way due to unknown reasons. She said the villages don’t have dependable roads, the irrigation network needs to be upgraded and the water resource available in abundance needs to be channelized for irrigation purposes.
She further stressed that best way to empower women is to change the mind set in our homes so as to ensure that there is no discrimination with them on various issues. She said that we all have to work for social, political and economic development of women.
Terming Panchayati Raj as an important tool to curb corruption, she said Panches and Sarpanches have to play an important role to monitor functioning of Government Departments. Asserting that power necessarily brings responsibilities with it, and she said Panchayats are basic pillars of democracy and asked the Panchayat members to make public service the standard of their functioning.
Dr Ganai said that, Panchayati Raj is an effective institution for accelerating the development of rural areas of the State, by involving people of villages in the implementation. She said that the hilly State like J&K can not be run from the Secretariat and decentralization of powers and involvement of public representatives in the governance at grass roots is imperative to ensure equitable and holistic development of all the regions and sub-regions.
