One of the most daunting aspects of any developmental projects is nothing more critical than how finances or funds flow is ensured uninterrupted to keep its process of work going on. Effective planning and timely decisions taking process are playing an important role in the projects getting completed in time. This precisely was referred to with the required emphasis by Chief Minister Mehbooba Mufti by asking the Administrative Secretaries to address the critical gaps in development administration and ensure timely flow of funds down below in order to ensure the projects were completed in time. This could also result in avoidance of any possibility of overrunning of cost or time.
The CM was recently addressing a meeting of Administrative Secretaries and advised them to visit districts and far flung areas periodically to assess the status of development works, fix the bottlenecks , if any , and lead the team of executing agencies in getting the projects completed in time. The CM was dismayed at many projects getting stuck up due to resolvable issues like land acquisition, forest clearance etc despite the availability of funds and projects standing up to these clearance norms. She had herself visited many district headquarters in the State during her public outreach programme. During such visits, she got first hand information about various issues coming in the way of smooth pace of work for executing various projects. Visiting on the spot project works sites to assess the progress and the problems, was one of the basic needs and a mode to monitor and review the progress of the developmental works.
On the PMDP, the CM has directed all Administrative Secretaries to monitor closely the execution of projects within their respective domains and try to resolve problems and fix bottlenecks.
Looking to the fag end of the current fiscal, close monitoring of expenditures is required and panic expenditures for avoiding any lapse of funds needed to be strictly monitored. Perhaps, the CM was candid in conveying this important message while simultaneously directing for keeping funds flow uninterrupted for smooth working cycles.
