Clerical Association team visits erstwhile Doda for gearing up cadre

JAMMU, July 3: Members of Jammu Kashmir Ladakh All Departments Clerical Staff Association (Ministerial Federation) visited Kishtwar, Doda and Ramban areas and held a series of meetings with the cadre.
The meetings of all the three places were attended by various members of Clerical Cadre and threadbare discussions were held about various burning issues of the cadre besides day to day problems faced by the members of the Clerical Cadre in these districts/areas.
The State body appraised about the status of various issues of the cadre and steps taken by the association to resolve these issues. The main issues which came to forefront while discussing, are retrospective effect of removal of pay disparity orders issued by the Government vide SRO 333 of 2018 dated 2nd August, 2018 and restoration of increments thereof, augmentation of Secretariat Assistant Training Course and complete solution to curb the huge back log, separate services on the pattern of Accounts and Planning Cadre, promotional avenues at par with Secretariat Subordinate Services, restoration of Ministerial Services and its due share in gazetted cadre as envisaged under rules in vogue up to ninety seventies, DPCs of Clerical Cadre by HoDs, etc.
Besides these burning issues, the present scenario of the cadre also came to the discussion in all the three meetings and the Association expressed deep concern over clerical assignments to non-clerical officials. The Association requested the Chief Secretary to intervene personally in to the matter and direct all the officers to implement detachment order issued by the General Administration Department vide its Circular No: 22-Gad of 2018 dated 06-07-2018 in toto and handover clerical assignments to the members of the cadre only for smooth functioning of the offices.
The Association showed great anger against the authorities of the School Education Department, especially Chief Education Officer, Udhampur for not adhering to the detachment orders of Teachers/ Masters, who are attached in the offices of ZEOs and CEO. The association request Advisor (G) and Commissioner Secretary to Government, School Education Department to kindly take cognizance of this illegal practice and action accordingly.
The visiting Association team comprised of Jeelani Naik (general secretary, Nazir Ahmed Bhutt , Jagdish Thakur and Mushtaq Ahmed and the meetings were organized by District/Tehsil bodies of respective areas under the supervision of president Doda, Yashpaul Sharma, Mansoor Ahmed Doolwal (District president Kishtwar and Ajaz Ul Haq Ganie (Tehsil president Bhaderwah).
