Civil Service Rules

It has reference to the news item ”DoPT  amends Civil Services Rules to extend Vyas’s tenure by one year” (DE, May 18, 2018)
The Central Government through DoPT has amended “Civil Services Rules”  to ensure  extension of BB Vyas as Chief Secretary of J&K for one more year. The decision is unprecedented and raises many questions. Mr  Vyas, no doubt, is man of integrity and ability and has vast experience in Civil administration. But the question arises whether there is no such officer in IAS Cadre from the State or outside it who qualifies to be the Chief Secretary of sensitive J&K State. Or, there is no such officer who enjoys the confidence of the Central, the State or both the Governments to run the administration of the State. In all such cases it is tragic. It has set a wrong precedence. The move is destined is discourage to deserving officers. In future, the Governments can use the amendment to grant extension to blue eyed officers. The actions of the  Modi Government in recent past have given an impression that the Central Government has been tamed by PDP.
Every issue of the State needs to be viewed in broader perspective. Till date, Modi Government has proved  no different than its predecessors vis-a-vis J&K.
