JAMMU, Apr 22: Crime Branch Kashmir has presented charge sheet against a person managing his appointment in Revenue Department on forged marks card and an employee of SSRB, who helped him in fabricating a recommendation letter.
Charge sheet in case FIR No 05/2013 was presented against accused persons Mushtaq Ahmad Dar of Lajoura, Pulwama and Syed Altaf Hussain Indrabi of Zadoora, Pulwama, the then employee of SSRB for commission of offences punishable U/S 420, 468, 471, 120-B RPC.
The case was registered subsequent to a communication from Secretary J&K Services Selection Board, Srinagar alleging therein that accused Mushtaq Ahmad Dar after resorting to fabrication of recommendation letter on behalf of State Services Selection Board managed his appointment in Revenue Department as Patwari.
Investigation conducted revealed that J&K SSRB in terms of notification No. 05 of 2007 dated 31-12-2007 had invited application for the post of Patwari. The accused Mushtaq Ahmad Dar among others was found to have applied for the advertised post and submitted requisite documents. The accused was found to have submitted 10+2 marks card reflecting thereby securing of 442 marks out of 600 marks. On the basis of this marks card, the accused was selected as Patwari.
However, soon after his selection, a complaint was filed before the authorities of SSRB to the effect that accused has managed his selection on fake and forged marks sheet. Filing of the complaint resulted in withheld of his selection. During the investigation, the certificate in question was put to authentication from the attributing authority and was found fake and fictitious and the accused was found to have secured only 242 marks as against 442 shown in the fictitious marks certificate.
The investigation also revealed that subsequent to withheld of selection, the accused in furtherance of criminal conspiracy with accused official of SSRB resorted to fabrication/falsification of a recommendation letter attributed to Secretary to SSRB Srinagar and thereby induced the Revenue authorities to issue an appointment order in his favour. During the investigation scientific aid utilized has substantiated the fact that the letter attributed to Secretary SSRB was fake and forged.
On the strength of cogent evidence, oral and documentary, coupled with the opinion of forensic expert, the investigation has thus established that the accused persons in furtherance of a well knit conspiracy resorted to falsification of documents and managed thereby appointment of the accused beneficiary as Patwari in the Revenue department and as such were found to have committed offences punishable U/ S 420, 468, 471, 120-B RPC .
