JAMMU, Sept 22: In view of the obtaining conditions in the State, particularly prolonged internet breakdown, the State Government has once again raised the downward limit for e-tendering from Rs one lakh to Rs 10 lakh.
According to a Government circular in this regard, the limit of Rs 10 lakh shall remain in force till such time the ceiling is reviewed by the Finance Department as it has been found that the executing department are facing difficulties in the implementation of this downward threshold limit of Rs one lakh in their e-tendering process.
The Departments shall also ensure against splitting of works to avoid e-tendering as prescribed under these guidelines, adds the circular, issued by the State Finance Department.
Pertinent to mention that vide Circular number 04/ITF of 2015, dated 20-05-2015, issued by the Information Technology Department, all the Government departments were directed to compulsorily tender all works/procurements costing more than Rs one lakh through e-tendering.
The required amendments in existing rules on the subject were, however, yet to be carried out since these orders had been issued without the consultation of the Finance Department. Pursuant to this circular, various Works Departments had issued orders for compulsory e-tendering of works, including procurement of stores of value in excess of Rs one lakh only.
