JAMMU, May 28: The Union Ministry of Home Affairs (MHA) has decided to put in place ‘Comprehensive Integrated Border Manage-ment System (CIBMS) along the borders with Pakistan including Jammu and Kashmir and Punjab, which would provide round-the-clock surveillance system to check any kind of infiltration by the militants into India.
“The system is being designed to virtually lock the International Border with Pakistan, which has become trouble zone for India especially in Jammu and Kashmir due to infiltration by the militants and strikes carried out by them at Pathankot airbase this year and other security installations on National Highways several times previously,” official sources told the Excelsior.
Sources said the high-tech plan, which has been named as `CIBMS’ is being prepared with the help of top defence experts, engineers of national repute and other stakeholders, and would be put in place very shortly with ultimate goal of stopping infiltration of militants into India.
The CIBMS will provide the gadgetry that would monitor all kind of movements across the borders through an Integrated System, comprising thermal imaging, surveillance radar, laser barriers, underground monitoring censors, night vision devices and Close Circuit Televisions (CCTVs).
“Through the new system, the Government proposed to lock entire 2900 kilometers boundary with Pakistan including 192 kilometers in Jammu and Kashmir,” sources said, adding the multi-crore project has been approved by the Central Government of India and a plan to install it on the ground would be put in place very shortly after completion of all formalities like preparation of Detailed Project Reports (DPRs), tendering etc.
Top security officers, whose forces were manning the western borders, have given their nod to the new ‘CIBMS’, which was aimed at completely curbing infiltration attempts by the militants from across the border.
“When installed, the system will give out warnings in case of a transgression on the borders, inviting prompt action by the security forces,” sources said, adding that the laser barriers will be key component of the system as it will help the security forces secure the 130 unfenced sections including riverine and mountain terrain, often used by infiltrators to cross into the Indian territory.
Expressing confidence that with the ‘CIBMS’ in place, the security forces will be able to fully curb the militancy, sources were, however, of the view that even now they were fully prepared to curb the infiltration attempts from across LoC and IB.
Noting that entire ‘boundary’ will be locked with the new system, sources were of the view that the ‘CIBMS’ would turn out to be a major deterrent against infiltration by the militants and preventing terror attacks on vital security installations like January 2, 2016 attack at Pathankot airbase, last year’s attack at Dinanagar police station and prior to that attack on military installations at Samba and Kathua, Hiranagar and Rajbagh police stations etc, which had taken several lives of security personnel and civilians.
According to sources, the sneak-in fidayeen attacks from across the borders have become major trouble and it was in this context that the Government of India has proposed new module of the fencing to completely plug the borders and block all channels of infiltration for the militants.
Sources expressed confidence that the new system of `CIBMS’ will prove successful as top defence and security experts have given their nod for this system of anti-infiltration.
