LEH, Apr 27: In a disgraceful moment to the BJP led 5th Hill Council, the Chairman of Hill Development Council Dr Sonam Dawa known for his short tempered nature reportedly slapped a JCB driver in full public view.
The incident took place at Skara Market when CEC was on his official tour and found the Skara road leading to his residence blocked with JCB machine stationed on the road.
According to an eyewitness, CEC got angry and immediately called the JCB driver and started slapping him and even kicked him twice.
Responding to media query over the issue, Area Councillor P Wangdan Shuhu said that he had heard about the incident and this should not have happened as nobody is above the law. CEC should not have taken the law into his hands. He also added that CEC himself had issued instructions to PWD for finishing the work by 20th May but with this episode the work has been stalled and people will have to suffer. “As a Councillor I asked the Contractor to resume the work soon or leave it as slow pace of work is worrisome and there is resentment in public”, he added.
Meanwhile, CEC Dr Sonam Dawa refused to speak to the media on the issue when approached for his comments.
Responding to media persons, concerned contractor Dorjay Namgyal said that they were unloading a pipe so traffic was halted for some time because it was risky to allow traffic movement. Consequently, the CEC got angry and called the JCB driver and started slapping him. He added that he tried his best to pacify the driver but situation took an ugly turn when the CEC again came back after two hours and started threatening the JCB driver. He added that now the driver is too scared to resume work.
When asked why he has not lodged a formal complaint against him, the contractor said that he (CEC) is the boss here and who will listen the matter? “Now labourers have refused to resume work and I’m facing problems”, said Namgyal.
When Contractor Association President Tonyot Tashi contacted for his comment he refused to comment on the issue saying that Association had not received any complaint.
