SRINAGAR, Dec 27: The Crime Branch Kashmir (CBK) today filed a charge sheet in a high-value livestock fraud case, in which a cattle trader was allegedly cheated of lakhs of rupees by falsely invoking a Government welfare scheme.

According to a statement issued here, the charge sheet was presented before the Court of the Chief Judicial Magistrate, Srinagar, in FIR No. 17/2023 registered under Sections 420, 467, 468 and 471 of the Ranbir Penal Code (RPC).

The accused has been identified as Muneer Ahmad Kataria, son of Noor-ud-Din Kataria, resident of Uri Salamabad, presently residing at Shutrloo Rohama in Baramulla district.
The case, the CBK said, originated from a written complaint alleging cheating and misappropriation of a substantial amount of money in connection with the sale of livestock.
The complainant alleged that he was induced to supply cows and sheep on the assurance of payment under a Government ST Quota Scheme.
During investigation, the CBK found that the complainant, who is engaged in the business of purchase and sale of cattle and sheep, had supplied livestock including cows and sheep worth several lakhs of rupees.
“Partial payments were made initially to gain his confidence. Subsequently, the accused issued several cheques amounting to Rs 30 lakh, all of which were dishonoured due to insufficient balance,” the CBK said.
Despite repeated assurances, the agency added, the remaining payment was never made, resulting in substantial financial loss to the complainant.
The investigation further revealed that the accused allegedly adopted a calculated modus operandi by “executing misleading agreements” and issuing “dishonoured and fake cheques” on the false pretext of procurement under a Government welfare scheme, “thereby causing wrongful loss to the complainant and wrongful gain to himself.”
On the basis of evidence collected during the probe, the CBK said offences under Sections 420, 467, 468 and 471 of the RPC are fully established against the accused, and the chargesheet has been filed before the competent court for judicial determination.
