Srinagar, Dec 4: The Crime Branch will chargesheet three officers of the Health Department including former Director Health Services, Jammu in spurious drug scam, Advocate General of Mohammad Ishaq Qadri told Jammu and Kashmir High Court today.
The officers against whom chargesheet will be filed include Dr Madhu Khullar, former Director Health Service Jammu who was chairperson of the Purchasing Committee-II; Reeva Gupta, the former Administrator Associated Hospital Jammu, member Purchasing Committee-II and Joginder Kumar, former Accounts Officer Government Medical College (GMC), Jammu, member Purchasing Committee-II.
The Crime Branch of the Jammu and Kashmir Police had closed the investigations into the drug scam after it proved involvement of 17 accused including three Government officials. They had produced preliminary chargesheet against 14 accused who are suppliers and drug manufacturers but had sought Government sanction for the prosecution of the three officers of the Health Department whom they had found involved in the scam.
The chargesheet will be filed by the Crime Branch as Government has accorded sanction for the prosecution of the three officers – Khullar, Gupta and Kumar.
The Crime Branch report says that Verification Boards constituted by the Health Units of the Health Department have passed the drugs without any verification of its specification, label claim and other features. “The Verification Board members have not performed their duties with due care and caution”, says the report.
The Crime Branch report has found no criminality of the Verification Board members but has referred their case to the Health Department for initiating departmental proceedings against them for dereliction of duty.
