JAMMU, Sept 27: Crime Branch today produced challan against a fraudster in the Court of Chief Judicial Magistrate, Jammu, for committing cheating and forgery.
A spokesman of the Crime Branch said that a letter from AIG Hqrs Vigilance Organization, Srinagar vide No. SVO/Edu-NG-144/ 06/1346-47 dated September 15, 2006 along with an anonymous complaint was received at the Crime Headquarters wherein it was alleged that two employees were serving in different departments on the basis of same documents——one in Jammu and Kashmir Police as Wireless Operator namely Balbir Singh, son of Kartar Singh, resident of Chakroi, R S Pura whose qualification is BSc BEd and another namely Balbir Singh, son of Kartar Singh, resident of Mana, R S Pura working in Education Department as teacher.
On the receipt of complaint, preliminary verification was initiated by Crime Branch during which prima facie offences under Section 420,471/RPC were made out against the accused Balbir Singh, son of Kartar Singh, resident of Mana, RS Pura. Accordingly, the instant case was registered in Police Station Crime Branch, Jammu.
During the course of investigation, it was found that Balbir Singh, son of Kartar Singh, resident of Chakroi is BSc BEd and his date of birth is April 30, 1969. He has passed the Matriculation examination during the session 1986 Annual under Roll No. 633001, 12th class examination during the session 1988 Annual under Roll No. 3215 and BSc Degree from Jammu University during the year 1993 under Roll No. 229018. He has also passed the BEd examination during the year 1996 from Jammu University under Roll No. 6538 as a private candidate. In the year 1995, he was appointed as Constable in J&K Police.
On the other hand, Balbir Singh, son of Kartar Singh of Mana is BSc and his date of birth is April 1, 1963. He has passed the Matriculation examination during the session 1981 Annual under Roll No. 22539, 12th class examination during the session Annual 1983 under Roll No. 671 and BSc degree during the year 1991 Bi-annual under Roll No. 247. During the year 2000, when applications were invited for the post of ReT by the Education Department, he managed the Photostat copies of the qualification certificates of Balbir Singh, resident of Chakroi and got selected as ReT vide ZEO Arnia Order No 2753-2804 dated November 27, 2000. He was confirmed as teacher vide CEO Jammu Order NO.CEOJ/51700-705 dated January 21, 2006. On December 27, 2005, he got published a notice in the News Paper “Glimpses of Future” regarding the loss of Matriculation certificate bearing Roll No 633001 and also applied to JKBOSE and University of Jammu for the issuance of duplicate Diploma and other qualification certificates of Balbir Singh, resident of Chakroi.
He obtained the duplicate Matriculation Diploma and other qualification certificates of Balbir Singh of Chakroi and on the production of the duplicate certificates entries were reflected in his service book regarding his qualification and date of birth. In this way, the accused fraudulently managed /obtained false documents and by deceiving Education Department used those documents as genuine for the purpose of cheating.
During the course of investigation, offences under Section 420, 468, 471/ RPC were proved against the accused Balbir Singh (teacher), son of Kartar Singh of Mana, R.S.Pura.
