According to the SSP Crime Branch Mubassir Latifi, a written complaint lodged by one Jaswant Singh, son of Kirpal Singh of Ward No. 52 Ambedkar Nagar duly endorsed by CJM, Jammu was received in Crime Branch wherein it was alleged that Salwinder Singh alias Surinder Singh, son of Ganga Singh of Kathua, presently residing in Sector No. 6 Nanak Nagar, is a professional land grabber and actually a resident of Punjab.
It was also mentioned in the complaint that the accused, in connivance  with the revenue officials, has prepared/procured a PRC in favour of his sons and some of his relatives showing them residents of Kathua.
On the receipt of this complaint, a preliminary verification was conducted in Crime Branch and during the course of enquiry, it was found that accused Salwinder Singh with malafide intentions and in connivance with some other persons/revenue officials got prepared/procured fake/fabricated State Subject Certificates under file No. 607/Kathua dated 07.08.1981 for himself and his family members by resorting to fraudulent means as in the official records the file could not be traced.
It was further revealed that one PRC under file No. 607/PRC dated 23.08.1981 has been issued in the name of Swarn Singh and not the accused and that the signatures of the issuing authority and the file number on the photocopies of the PRCs seized were all fake and fabricated.
The omissions and commissions, therefore, on the part of Salwinder Singh and some other persons/revenue officials, prima facie, constituted offences punishable under Sections 420, 465, 467, 468, 471 and 120-B RPC.
Accordingly, a formal case has been registered in P/S Crime Branch, Jammu.
