Cabinet to discuss prevailing situation in Valley tomorrow

*Put seal of approval on promotion of 6 DIGs

JAMMU, July 26: State Cabinet, which is going to meet on July 28, will have threadbare discussion on the prevailing situation in Kashmir valley and all its related aspects. Moreover, it will take up routine administrative agenda the decision on which is awaited ever since the start of unrest early this month.
Official sources told EXCELSIOR that Cabinet is meeting at 4 pm on July 28 at Civil Secretariat Srinagar under the chairmanship of Chief Minister, Mehbooba Mufti and the Kashmir unrest will be on top of agenda.
The Cabinet will obtain feed-back from the Ministers about the ground situation in the districts which they visited on the instructions of Chief Minister, sources said, adding the Ministers during their visits not only interacted with the district level officers but also met deputations from the civil society.
While appealing people to help the Government in defusing the situation, these Ministers even assessed the difficulties being faced by the public particularly on account of restrictions which initially hampered movement of essential commodities to different parts of the Valley, sources said.
Not only availability of ration and LPG cylinders, the Cabinet will also receive feed-back from the Health Minister about the medicines and other facilities made available for ensuring prompt healthcare to the victims of the violence, they further said, adding after deeply analyzing the situation the Cabinet will decide future course of action.
About the routine administrative agenda whose fate is hanging in balance during the past some weeks due to entire focus of the Government on Kashmir unrest, sources disclosed that Cabinet will put seal of approval on promotion of six DIGs in the Police Department to the rank of Inspector Generals of Police (IGPs).
The promotion of these six police officers was cleared by the Establishment Committee in the month of April this year. These officers are Gareeb Dass, Viplav Kumar, Vijay Kumar, Surinder Gupta, Johnny Williams and Ahfadul Mujtaba.
According to the sources, the Cabinet will also clear the proposal of the Social Welfare Department regarding extension of State Sponsored Social Assistance Scheme titled “Ladli Beti” to two more districts of Jammu and Kashmir exhibiting low and declining child sex ratio.
This Social Assistance Scheme was cleared by the State Cabinet in its meeting held on September 7, 2015 under the chairmanship of the then Chief Minister, late Mufti Mohammad Sayeed. At present, the scheme is applicable in Kathua, Jammu, Samba, Budgam, Pulwama and Anantnag districts and now it is being extended to Srinagar and Kishtwar districts.
This scheme is meant for the girl child of the State born on or after April 1, 2015 and the objective of the same is to arrest the declining female sex ratio and reduce the financial burden of the girl’s parents.  The scheme further intends to ensure that the girl child does not become a burden for the parent or guardian at the time of her marriage.
The scheme is applicable to the girl child born to parents whose annual income from all sources is less than Rs 75000.  A contribution of Rs 1000 per month is being made by J&K Government from the birth of the girl child / account opening date for the next 14 years.
The Cabinet will also approve the proposal of Law Department regarding opening of Munsiff Court in Batroo area of Ramban district, which is the native village of Chief Justice of India, Justice Tirath Singh Thakur, sources informed, adding even the proposal with regard to establishment of separate Department of Horticulture will be cleared by the Cabinet in order to give necessary impetus to horticulture sector.
The proposals regarding transfer of forest land for non-forestry purposes will also be cleared by the Cabinet, sources said, adding forest land is being handed over to Roads and Buildings Department for construction of road from Raipur to Mian Multani and another road in Chanderkote area of Ramban district.
In response to a question, they said, “the Cabinet may take up proposal regarding transfers in the civil administration”.
