Cabinet meets today, MLAs’ CDF to go up to Rs 4 cr per annum

Qualification bar for marriage assistance to be removed
*e-auction of limestone mineral blocks, TPOs to be reorganized
*Shops Establishment, GST bills for Assembly session to get nod

JAMMU, Oct 14: Ahead of the Assembly session, the UT Cabinet in its meeting scheduled to be held tomorrow will propose increase in Constituency Development Fund (CDF) of the MLAs from Rs 3 cr to Rs 4 cr per annum and relaxation of qualification bar for the poor girls under State Marriage Assistance Scheme.

The Cabinet, which will meet at 4 PM on Wednesday in the Civil Secretariat Srinagar, is also expected to propose e-auctioning of limestone mineral blocks in Jammu and Kashmir and give administrative approval for sewerage scheme at the cost of Rs 45.80 crore in Gulmarg.
The Cabinet meeting to be chaired by Chief Minister Omar Abdullah will also clear bills to be introduced in the Legislature session, beginning October 23 in Srinagar which include Jammu and Kashmir Shops & Establishment Bill 2025.
It may be mentioned that the Cabinet decisions in the UT are subject to approval of the Lieutenant Governor.
Officials told the Excelsior that the Cabinet will propose amendment in existing guidelines of the CDF of MLAs to raise annual limit from Rs 3 crore to Rs 4 crore.
During budget session of the Legislature in Jammu, several MLAs had sought increase in the CDF which was Rs 3 crore per annum in 2018 and was kept unchanged after formation of new Government in 2024.
Chief Minister Omar Abdullah, who holds charge of the Finance and Planning Development and Monitoring Departments (PD&MD), had assured to look into demand raised by the MLAs for hike in CDF. Accordingly, the hike has been proposed in the CDF ahead of next session of the Legislature.
Another significant agenda before the Cabinet meeting tomorrow includes relaxation of qualification bar for availing assistance by poor girls under the State Marriage Assistance Scheme.
The qualification bar of the poor girls being Middle pass to avail benefits of the Scheme is proposed to be done away with.
The Cabinet is expected to give nod to e-auctioning of limestone mineral blocks in Jammu and Kashmir. It is also likely to accord administrative approval for sewerage scheme for Gulmarg at a cost of Rs 45.80 crore.
The Cabinet will discuss and may approve Jammu and Kashmir Shops and Business Establishment Bill, 2025 which, if cleared, will be introduced in upcoming session of the Legislature. Also, it will take up amendment to Jammu and Kashmir Goods and Services Tax Act 2017.
The Cabinet proposed to transfer state land measuring 391 kanals and 6 marlas to the Forests Department for compensatory aforestation.
Upgradation of posts of Joint Directors and Deputy Directors in the Department of Floriculture, Gardens and Parks is also on agenda of the Cabinet, the officials said.
The Cabinet is likely to propose amendment in Schedule II of Jammu and Kashmir Engineering (Gazetted) Services Recruitment Rules 1978, approve reorganization of Town Planning Organizations of Jammu/Kashmir and clear Registered Vehicle Scrapping Facility. It is expected to give nod to creation of one supernumerary post of Lecturer in Surgery Department of the Government Medical College (GMC) Srinagar.
The Cabinet is expected to clear continuation/revival of Heritage Craft Courses in 15 Government Industrial Training Institutes (ITIs)/Polytechnic Colleges in Jammu and Kashmir.
