Cabinet to clear 2 bills for introduction in Legislature today

8 IPS, 3 IAS among several officers being promoted

JAMMU, Feb 7: State Cabinet, which is meeting tomorrow, will give its consent for introduction in the State Legislature the bills seeking to amend J&K Panchayati Raj Act and enact State Road Safety Council Act. Moreover, the Cabinet is likely to order appointment of Chairperson and Members of first ever Law Commission of J&K and promotion of several IPS, IAS and IFS officers.
Official sources told EXCELSIOR that Cabinet will meet under the chairpersonship of Chief Minister Mehbooba Mufti at 3 pm at Civil Secretariat here, to clear Legislative and Administrative agenda which is pending for the past quite long time.
The J&K Panchayati Raj Act is being amended to confer powers on Chief Electoral Officer (CEO) for conducting Panchayat elections in the State. An ordinance in this regard was issued by the Governor N N Vohra in the month of November last year.
The Act clearly states that the Panchayat elections shall be conducted by the State Election Commission. As the Commission has not been constituted so far, conferring powers on CEO for conducting polls by carrying out necessary amendments in the Act has become imperative.
The J&K Road Safety Council Act is being enacted in the light of numerous directions issued by the Supreme Court. “Though the Council has already been established by way of a Government order yet following enactment of Act the Council will have more powers to serve the purpose behind its establishment”, sources said.
Moreover, following enactment of Act the Government will create a fund to identify and remove blind spots on the roads so as to ensure safety of the commuters in the length and breadth of J&K.
“The Cabinet is also likely to clear the name of retired Chief Justice of Himachal Pradesh High Court Justice Mansoor Mir for the post of Chairperson of first ever Law Commission of Jammu and Kashmir”, sources informed.
For the posts of Members of State Law Commission, the Department of Law has proposed the names of two persons including retired District and Sessions Judge Ashok Kumar.
Moreover, the Cabinet will order promotion of eight IPS officers. They are S P Pani, Basant Kumar Rath, Ghulam Hassan Bhat, Deepak Slathia, Rafiq-ul-Hassan, Vijay Kumar, Amrit Pal Singh and G B Sandeep.
The promotion of IAS officers of 2014 batch namely Doifode Sagar Dattatray, Rahul Yadav and Owais Ahmed will also be ordered by the Cabinet.
They further informed that about half a dozen IFS officers will also be given promotion to next higher scale by the Cabinet as per the proposal moved by the Forest Department.
The Cabinet will also clear the proposal of Department of Health and Medical Educa-tion regarding appointment of new Director Health Services/ Family Welfare Jammu. The Health Department has submitted a panel of two persons namely Dr Sameer Mattoo and Dr Phunsog Angchok for the post.
A proposal regarding creation of two posts of Registrar Academics in the Government Medical College Srinagar and Jammu will also receive the approval of Cabinet, sources informed.
The Cabinet will also clear the proposal of Department of Law and Justice regarding creation of eight posts of Principal Magistrate, Juvenile Justice Board (Civil Judge Junior Division/Munsiffs) for eight Juvenile Justice Boards.
It is pertinent to mention here that State High Court has issued numerous directions regarding making Juvenile Justice Boards functional without wasting of more time.
Another proposal relating to creation of posts for the e-courts Mission Mode Project, which has also remained the serious concern of the High Court, will also receive approval of the Cabinet.
The agenda before the Cabinet also includes up-gradation of PHC Hazratbal to the level of SDH and Sub-Centres at Domana in Jammu and Devsar in Kupwara to the level of PHC; transfer of State land measuring 222 kanals at village Katli in Samba in favour of Industries and Commerce Department for establishment/extension of Industrial Estates and transfer of 50 kanals of land of J&K Industries Limited at Pampore to J&K Bank Ltd on free-hold right basis etc.
