Cabinet approves several bills for introduction in Assembly

SRINAGAR, June 23: State Cabinet, which met under the chairmanship of Chief Minister, Mehbooba Mufti here this afternoon, gave nod to the introduction of several bills in the State Legislature during the ongoing Budget Session.
Sources told EXCELSIOR that Cabinet deliberated upon bills seeking amendments in Grant of Permanent Resident Certificate (PRC) Act, Jammu and Kashmir Panchayati Raj Act, Jammu and Kashmir Civic Laws (Special Provisions) Act, J&K State Land Acquisition Act and Jammu and Kashmir Alienation of Land Act etc.
However, after detailed deliberations, the Cabinet raised objections in respect of one or two bills and sought certain clarifications from the concerned departments while clearing the other bills.
“The clarifications in respect of one or two bills would be obtained from the concerned departments within a day or two and thereafter the same would be introduced during the current session after obtaining clearance from the Cabinet”, sources said.
Meanwhile, Cabinet approved creation/restructuring of various categories of posts within the sanctioned strength of the Forest Protection Force.
As far as gazetted posts are concerned, the Cabinet approved downgrading and change of nomenclature of 30 existing posts of Deputy Director (DCF) to Deputy Director (ACF). Similarly, in the non-gazetted cadre, the Cabinet approved change in the nomenclature of 30 posts of Assistant Directors from existing 60 posts as Assistant Director-Grade-I.
Downgrading and change in the nomenclature of 30 posts of Assistant Director from existing 60 posts as Assistant Director-Grade-II, creation of 30 posts of Assistant Director-Grade-II by upgrading 30 posts of FPF Inspector, out of the existing 150 posts, creation of 232 posts of FPF Dy. Inspector, out of the existing 150 posts by upgrading 232 posts of FPF Guard, out of the existing 988 posts, creation of 3 posts of Section Officer by upgrading 3 posts of Junior Assistant, out of the existing 106 posts, creation of 7 posts of Head Assistants by upgrading 7 posts of Junior Assistant, out of the existing 106 posts also received the nod of Cabinet.
The Cabinet also accorded sanction to the creation of 59 posts of various categories in the office of the Advocate General, J&K.
These include 5 posts of Senior Scale Stenographer, 2 posts of Section Officer, 7 posts of Legal Assistant, 10 posts of Junior Legal Assistant, 4 posts of Head Assistant, 6 posts of Junior Scale Stenographer, 5 posts of Senior Assistant, 15 posts of Junior Assistant and 05 posts of orderly.
The Cabinet also accorded sanction to the creation of 8 posts of Research Assistant to assist the High Court Judges in discharging their judicial function.
It also approved the proposal to allow CA&PD Department to grind 75% Wheat into Atta, out of the total allocation of Wheat for distribution among the consumers.
Under the National Food Security Act (NFSA), Wheat is supplied at a highly subsidized rate of Rs 2 per Kg; however, NFSA does not provide grinding charges for Wheat and when the CA&PD department supplied Wheat to the rationees, a certain section of rationees especially in urban areas were reluctant to receive Wheat instead of Atta.
Earlier, the State Cabinet on April 11, 2016, took a decision to allow the CA&PD Department to supply Atta instead of Wheat to the consumers and for the purpose department was authorized to charge Rs 1 per Kg Atta from the rationees, on account of grinding, transportation and handling charges.
Earlier, CA&PD Department was grinding Wheat into Atta in the ratio of 60:40, which has now been enhanced to 75:25, to meet the demand of the general public.
