Cabinet approves 10% DA for employees; average 14% hike in passenger fares

JAMMU, Feb 1: State Cabinet, which met under the chairmanship of Chief Minister, Omar Abdullah this afternoon, sanctioned release of 10% Dearness Allowance in favour of Government employees and pensioners and approved average 14% hike in the fares of passenger vehicles. The Cabinet also ordered promotion of 83 officers including 4 IAS.
The Cabinet unanimously gave nod to the release of 10% Dearness Allowance instalment raising the total DA of the State Government employees from 80% to 90% with effect from July 1, 2013. The DA arrears with effect from July 2013 to February 2014 will be paid to the employees through the GP Fund route and the enhancement in DA will form part of the monthly salary from March 2014.
The arrears on account of the enhanced rate of DA from July 2013 to December 2013 will be paid in cash to the State Government pensioners/family pensioners and will from part of the monthly pension thereafter.
The payment of DA arrears to the Government employees governed by the New Pension Scheme (NPS) from July 2013 to December 2013 will be paid in cash. The employees share at the rate of 10% will be deducted at source and credited to their respective PRAN numbers along with the matching share by the employer. Thereafter, the enhancement in the DA by 10% will form part of their monthly salary.
The Cabinet also approved passenger fare revision and directed the State Transport Authority to fix the maximum chargeable fare in respect of various categories of vehicles over and above the existing fares and accordingly issue a detailed notification specifying revised route wise fare with immediate effect.
As already reported exclusively by EXCELSIOR, for the big buses (stage carriages), 14% hike over and above the existing fare has been approved. Similarly, for medium/mini-buses (stage carriages), a hike of 14% has been approved.  For the taxi/maxi cabs (base model contract carriages like Sumo, Bolero, Tata Indica, Swift, Tata Winger, Tempo Traveller), the Government has approved 12% hike.
For Taxi/Maxi cabs (medium segment tourist taxi/maxi cab contract carriages like Tavera, Scorpio, Qualis, Xylo etc, hike of 14% has been approved. However, for the Taxi/ Maxi cabs (premium class tourist taxi/maxi cab contract carriage like Innova and Fortuner etc, hike of 19% has been approved.  For auto rickshaw (petrol  version) and stage carriage vis Tata Magic (Auto) similar rates like mini buses, hike of 9.8% has been ordered.
Meanwhile, Cabinet accorded sanction to the promotion of Khurshid Ahmad Ganai, IAS officer of 1982 batch to the fixed scale of IAS with effect from January 8, 2014.
The promotion of three more IAS officers—Vinod Koul (Secretary Revenue Department), Gazzanfar Hussain (Secretary Health and Medical Education Department) and Ghulam Hassan Tantray (Secretary ARI and Trainings Department) to the Super Time Scale of IAS with effect from January 1, 2014 also received the Cabinet nod.
The Cabinet also approved promotion of 23 officers of J&K Accounts Services to the Special Scale with effect from December 31, 2013 and 47 officers of J&K Accounts Services to the Selection Grade with effect from January 31, 2013.

The Cabinet also approved promotion of 9 officers of J&K Social Welfare (Gazetted) service to the Time Scale of Jammu and Kashmir Administrative Service. These officers are Mohammad Subhan, Ghulam Ahmad, Mohammad Farooq, Sonali Arun Gupta, Atul Gupta, Kanchan Bala, Tsering Paldan, Zubair Hussain Shah and Ritu Mahajan.
Regularization of 21 Incharge Directors as Directors in the Animal Husbandry Department and creation of additional staff for J&K Legal Services Authority including 01 post of Under Secretary, 04 posts of Head Assistants and 10 posts of Senior Assistants also received the Cabinet approval.
