Bovine smuggling

Sir,
Almost everyday the newspapers carry reports of bovine smuggling and bovine animals being smuggled from one part of the state to another. Many a time the smuggling bids are foileddue to the alertness and  timely action of the Police. The animals are rescued , the smugglers nabbed and cases under the relevant sections of law  registered against them.Sometimes, the District Magistrates also issue orders and publish them in newspapers banning the illegal transportation of bovine animals without the written permission of the concerned officers. But it is sad and surprising that there has been no let up in the cases of bovine smuggling despite so many measures being adopted by the Government.Smugglers care little for the Government orders and animals continue to be packed in miserable and unhealthy conditions in trucks, small vehicles such as Tata Mobiles and even passanger vehicles such as Tavera.Sometimes the smugglers take animals on  foot.Smuggling of bovine and other animals is an illegal activity and sometimes it creates law and order problems with the people taking law unto their hands ,thrash the smugglers, stage protest demonstrations and even burn trucks and vehicles and damage public property.
Therefore, It is high time that the Government took stern action against the smugglers by enacting more stringent laws and strengthening  the relevant sections of existing law and booking the bovine smugglers for cruelty and violence against animals to check bovine smuggling and prevent cruelty to animals.Permission must be granted only for the transportation of milch animals and that too after thorough verification of the documents by the police and vetrinary doctors.Patrolling needs to be heightened on the roads/paths frequently used by the smugglers for illegal transportation of animals.
Yours etc….
Ashok Sharma,
Udhampur
