JAMMU, Nov 26: Alleging bungling in transfer of the encroached land to its occupants from 2007 to 2013, BJP today said the very purpose of the Act formulated in this regard was defeated by the Government itself.
This was stated by BJP State Spokesperson & State Election Media Incharge Arun Kumar Gupta while addressing press conference here during the release of Party’s 3rd ‘Aarop Patra’ aimed at exposing misdeeds of the successive Governments in J&K.
He said the Congress led coalition Government had floated a scheme to regularize illegally occupied land in order to generate Rs 25000 crore which in turn was to be spent in tapping available Hydro-electric potential in the State. Contrarily the State could realize merely Rupees 76 crores as the provisions of the Act were violated with impunity to benefit the land mafia. The situation today is that about 20 lakh kanals of State land is under illegal possession of land mafia in the State, he added.
During audit in test checked cases, the CAG found significant variations in unit price approved by the committees for different occupants in the same area or locality and this resulted into undue benefit to some occupants. Many occupants were given rebates and that rebate provisions were against the objectives, scope and substantive provisions of the Act. However, after allowing the discounts over the land price fixed by the statutory committees, the applicants were asked to pay only Rs 100.12 crore. Thus, there was a loss of Rs 225.26 crore to the State exchequer only in the text checked cases. If loss in test checked cases that too only in 6 districts of the State has been found at Rs 225.26 crore what could be its quantum in all the cases across the 22 districts can be easily assessed, he added.
