Big Market Complex at Ward 4 delayed for lack of funds

JAMMU, Dec 27: A big market complex which was to come up at Ward number 4 of Jammu Municipal Corporation (JMC) in Sabzi Mandi on modern lines has been delayed due to lack of funds.
This was informed by Sunita Koul, Councillor of the Ward who claimed that the complex would have accommodated the present day oldest vegetable market along with the meat market of Jammu city but due to lack of funds it failed to see the light of the day.
She also said that the same project was in talks from the time Jagmohan was the Governor of J&K.
In an exclusive interaction with the Excelsior, Sunita, who politically belongs to BJP and is a second time Councillor, informed that the market complex shall extend in 16 kanal and 8 marla of land and will have all the modern market facilities.
She said that repair of JMC flats in Sabzi Mandi area is also under consideration but so far funds are not available for all these works.
The JMC Councillor said that areas of her Ward include Jain Bazar, Link Road, Patel Bazar to Sabzi Mandi area, Moti Bazar and some portion of Pakka Danga.
She claimed that sewerage problems are there in her Ward due to sub-standard work executed by the concerned agency because of which sewerage pipes get frequently blocked at many places and the litter comes out from the manholes leaving problems for the passersby and the locals living there.
“The sewerage people have dug the lanes and roads and left them without proper repair due to which people living in the area face problems,” Sunita Koul said.
She claimed that stray dogs have created a lot of problems in her Ward.
“These canines not only litter here and there but also bite people and chase two wheelers and have created a wave of terror among women, children and old age people,” she continued.
It is pertinent to mention here that though more than four years of the mandatory tenure of five for the elected body of JMC have passed, many developmental works are yet to be completed while many of such works have not even seen the light of the day.
Sunita Koul said that repair and construction work of lanes and drains is almost 80 per cent complete in her Ward and same is the status for that of blacktopping work there.
The Councillor said that almost all the residents of her Ward have made their Ayushman Cards and most of the eligible Voters have got their Voter Cards and same is the status of Domicile Certificates in the Ward.
“Though many widows, physically challenged and old age persons in my Ward are getting pension but the newly introduced rule for these pensions exclusively to Below Poverty Line people is creating problems for others,” the Councillor said.
She said that almost whole of her Ward is covered with Street Lights and some of the installed lights are non-functional for which the required repairing is going on though with long delays.
Koul said that there is no public park, no playground, no parking place for vehicles, no public toilet and no public bathroom in her Ward while a Community Hall in the Ward is under construction at Arya Samaj Mandir, Patel Bazaar.
“My Ward has 22 Safai Karamcharis but there is a need of four more but still the cleanliness in the Ward is at average,” she continued.
The Councillor said that water supplied in her Ward is not clean and water supply pipes are placed there along with sewerage pipes and replacement of old water supply pipes has not taken place so far.
“Autos collecting garbage from door-to-door are doing a good job and in narrow streets where these autos can’t reach, wheel barrows have been pressed into service,” she maintained adding: “From the day these services for garbage collection have been introduced in the Ward, the garbage dumps have been reduced.”
The Councillor said that hanging wires and damaged poles are there in the Ward while there are monkeys also creating nuisance at many places in the Ward.
She informed that there are water coolers at many places in the Ward which are non-functional and the concerned authorities have not bothered to make them functional again.
“While house numbering is going on in the Ward, there is encroachment also by the shopkeepers by extending platform of their business establishments,” Koul further said.
The Councillor informed that cases of grating thefts have been reported from her Ward and there are many drug addicts and peddlers active in Ward for which the police should take a cognisance.
