JAMMU, July 25: BJP MLC Girdhari Lal Raina (Ajay Bharti) called on Union Home Minister Rajnath Singh in New Delhi today and held a meeting with him and apprised him the problems of unemployed youth in the State in general and displaced youth in particular.
Raina informed the Union Home Minister that displaced youth have been waiting for much publicised employment opportunities that were promised to them under the Prime Minister’s Package initiated in 2004.
It was in the year 2004 that Inter-Ministerial Committee constituted by the then Prime Minister, Dr. Manmohan Singh recommended creation of job opportunities for the displaced youth. The proposal was further concretised in the year 2008 under PM package with an approval of creating 15000 job openings out of which 6000 were to be absorbed in Government jobs and 9000 were self-employment opportunities, he added.
He said unfortunately all this has got entrapped in bureaucratic red-tapism and the result is that even in 2017 the number of actual jobs provided has yet to cross the 3000 mark. He appealed the Home Minister to announce a special drive in Central Government departments and PSUs operating in Kashmir valley to recruit unemployed youth from the displaced community.
He also urged him to speed up process of skill enhancement and financial assistance under self-employment ventures as was promised under the aforesaid PMs package.
Another issue of importance discussed with the Home Minister was extension of welfare scheme benefits to the displaced community. Raina also stressed the need that immediate attention be paid to this discrepancy and institutional discrimination. Union and State Governments are running many welfare schemes for the benefit of deprived and vulnerable sections of the society.
Unfortunately, the displaced community has not been able to take benefit of these schemes because of administrative ambiguities, he said. This is true even with assistance provided under guidelines for utilisation of CDF of MLAs/MLCs, he added.
Raina said it will be totally in tune with the objectives of the present Government to remove all impediments and ambiguities to ensure that the benefit of all welfare schemes reaches the displaced community also.
Raina also apprised the H M about several key issues regarding the latest developments in security, economy and politics in the State. He complimented Singh on behalf of the peace-loving people of J&K for initiating tough measures against terrorist violence, funding and others who disrupt the peace and harmony of the State.
