JAMMU, June 14: All Jammu and Kashmir Panchayat Conference (AJKPC) today demanded that all development plans prepared by the Block Development Council (BDC) Pargwal should be cancelled as the same were formulated unilaterally in gross violations of the guidelines of Panchayati Raj Act.
Addressing a press conference at AJKPC headquarters here todat, Ram Saroop Sharma, senior vice president of the organisation said that the BDC Pargwal has flouted all rules and norms of Panchayati Act without any fear while formulating development plans.
“The Sarpanches of block Pargwal, who are the members of the BDC Pargwal, were not taken into confidence before finalizing the development plans for the block. The plans were prepared unilaterally by a coterie of people who don’t want inclusive development of the block. We request the UT administration and the Deputy Commissioner Jammu for immediate cancellation of these plans so that the new plans are drafted with the unanimous consent of all members of the BDC Pargwal,” Sharma, who is also the Sarpanch of Panchayat Pargwal revealed.
He regretted that they brought the matter into the notice of Block Development Officer (BDO) Pargwal, who happens to be Secretary of BDC, but the officer remained mum over the violations committed while finalizing development plans and did not act in this direction.
“All the Sarpanches, who are the members of the BDC Pargwal, should be consulted and taken into confidence before finalizing development plans. It will not only help in carrying out inclusive development but also ensure effective implementation of 3-tier Panchayati Raj system in Jammu and Kashmir,” the AJKPC leader said.
Sharma said they were hopeful that the UT Administration would take serious note of the matter and order immediate cancellation of all old plans formulated without the consultation of the members of the Council.
Others who were present during the press conference included, Des Raj Bhagat and Jatinder Singh both vice presidents AJKPC, Parabhu Dayal Sharma, district president Jammu.
