SRINAGAR, Nov 30: Phase-II of ‘Back to Village’ programme which saw huge response filled with enthusiasm and high hopes for redressal of genuine developmental grievances, today concluded across Kashmir valley.
The week-long programme witnessed huge public participation in interactions, inaugurations of development works, awareness programmes on welfare schemes, Gram Sabhas and public grievance redressal camps.
The visiting officers were accompanied by officers from line departments to ensure proper understanding and recording of grievances and concerns which will be submitted to the Government for further action.
SRINAGAR: In Gandthal, the visiting officer inaugurated a culvert at Mufti Bagh SE canal while as in Theed-B, the visiting officer urged tribal population of the area to avail benefits of the Government sponsored schemes. In Theed-B, people demanded implementation of Water Supply Scheme (WSS) at Aabnag Sharashbal, setting up Fire Service Station in the area and development of irrigation canals from Kanwan to Bilal Colony. People also demanded upgradation of Sharashbal and Chopan Mollha-Astan Sharif roads.
In Soitang people demanded early completion of under construction Pandrathan-Wathpora Bridge while as in Faqir Gujri-A, people demanded deployment of ambulance, medical and para medical staff in PHC besides improving transport service, hill stabilization and construction of retaining wall around roads to avoid accident in the area.
The people also demanded early assessment of crop losses caused due to recent snowfall, establishment of Agriculture Seed Sub-store, food processing unit and introduction of high yielding crop varieties to boost the economy of the area. They also demanded installation of street light and realignment of HT and LT transmission lines.
ANANTNAG: During B2V1 in June, 159 works were identified as part of profiling developmental needs of various villages in the district out of which 88 were inaugurated during the B2V2. The inauguration of works related to tile paths, construction of lanes/ drains, development of irrigation lads, fencing of graveyards, development of springs, foot crossing, renovation of springs, construction of link roads, construction of E-Walls and development of public parks.
During the B2V2, dozens of foundation stones were laid by visiting officials igniting hopes among people that these works will also be inaugurated soon. The participants put forth various demands relating to power, water, healthcare, education, banking facilities, installation of transformers, construction of approach roads, supply of HT/LT, polls, issuance of marriage assistance, old age pensions, ration cards and health golden cards for left outs, registration of labourers, establishment of sheep and animal husbandry centres, registration of artisans, construction of playgrounds, conservation of water resources, proper implementation of central and state-sponsored schemes, issuance of job cards, issuance of horticulture passbooks etc.
SHOPIAN: Masses raised various issues including scarcity of electricity, non-availability of drinking water, damaged electric poles, road connectivity etc. During the programme, the DDC gave a patient hearing to the deputations and individuals and assured them redressal of all their genuine demands and issues projected during the public interactions.
At Shrimal, Labour and Employment Departments organized an awareness session regarding pension schemes like Pradhan Mantri Shram Yogi Maan-dhan and a detailed awareness was given to the intended eligible beneficiaries. Besides financial assistance amounting to Rs 4 lakh were provided to the identified beneficiaries on the occasion.
BANDIPORA: The Back to Village-2 programme was held in 151 Panchayats of the district in three phases during which the designated officers reached out to the people in all the Panchayat Halqas to review the implementation of decisions taken in first phase of B2V, assess development needs, inform people about welfare schemes and take their feedback for socio-economic transformation of rural areas.
On the concluding day, DC visited a dozen Panchayats including Badibera, Sumlar, Malangam, Aloosa, Sonerwani and distributed horticulture and farming tools among the farmers besides planted trees in schools. He also provided paddy thrashers to the villages for community use.
In other parts of the district, visiting officers in 50 Panchayats held interaction with PRI representatives and reviewed the progress of the works taken up after first phase of B2V. They also inspected the ongoing developmental works besides inaugurated works taken up during first phase of Back to Village programme.
BUDGAM: Public interactions, Gram Sabhas, sports activities, awareness campaigns, field visits, awareness on Government and centrally sponsored schemes, grievances redressal camps, sanitation and cleanliness drives and other related activities were held during the week-long programme.
Formation of bio-diversity management committees, inauguration of playfields, bridges, roads, link roads, distribution of sports kits, organizing of melas and exhibitions by various departments were other activities conducted during the outreach programme.
The programme was held with main objectives of sensitization of PRIs, review and assessment works taken under B2V Phase-1, inauguration of various developmental projects, identification of areas of economic potential, need assessment of the Panchayats besides overall assessment of public services.
KULGAM: Throughout the week-long public outreach campaign, Gram Sabhas were held in Panchayats and during the interactions the local people gave a detailed feedback regarding road connectivity, health and hygiene, drinking water facilities besides informed the visiting teams about the implementation status of work projects identified during the first phase of ‘Back to Village’ programme.
The officers also inspected various institutions which includes Schools, Aaganwadi centers, Health Institution to take stock of their functioning. They also took stock of the developmental works in these Panchayats.
Under the first phase of ‘Back to Village’ programme, 151 works were authorized in the district. An amount of more than Rs 51 lakh stand authorized for upgradation/improvement of HT/LT network and transformers, whereas amount of Rs 17 lakh stand authorized in favor of Irrigation Department for improvement of irrigation canals under B2V-1 programme.
KUPWARA: The visiting officers deputed by the Government directly interacted with the people and the representatives of Panchayati Raj Institutions. Their interaction not only paved way to formulate developmental plans as per the ground requirements and needs of the people but also energized Panchayats to gear up for overall development of rural areas.
During the programme, District Development Commissioner along-with senior officers participated in various Gram Sabhas, inaugurated scores of developmental works and laid foundation stones for various development projects. He also provided helping aids and incentives to the poor and needy people during these Gram Sabhas.
BARAMULLA: To mark the successful conclusion of second phase of flagship ‘Back to Village’ (B2V2) programme, a mega distribution cum awareness camp was organized at Kanispora with District Development Commissioner Baramulla as the chief guest.
On the occasion, DDC distributed Rs 1.23 crore among 1596 Building and other Construction Workers as financial assistance. He also distributed LPG Chullas among identified beneficiaries, sports kits among the youth, commendation certificates among the best performing farmers and other items of vital significance.
He also inspected stalls installed by various departments viz Horticulture, Agriculture, Social Welfare, Health, Education, JK Bank etc displaying various flagship programmes, products and machinery spearheaded by these departments.
GANDERBAL: The concluding day was marked by laying of the foundation stone of roads taken under 14th F.C and MGNREGA, organizing of Gram Sabhas, inspection of schools, AWCs and profiling of developmental needs.
The designated officers along with other local functionaries visited the Panchayats Halqas and interacted with people and briefed them about various schemes launched by the Government besides educating them about GPDP booklet and 14FC Plan. During the interactions, the locals gave detailed feedback regarding road connectivity, health and hygiene, sanitation, drinking water facilities and other issues.
The visiting officers explained people about various developmental programmes and schemes initiated by the government for the overall development of the rural areas and received feedback regarding the implementation of B2V1 programme.
PULWAMA: On the concluding day, District Development Commissioner visited several Panchayat Halqas and attended the Gram Sabhas where he was apprised by the locals of various issues being faced by them.
The DDC visited Dussoo Panchayat Halqa of Krencho Block Pampore where he laid the foundation of Vocational Training Centre under ‘Back to Village’ programme which will be constructed at the cost of Rs 30 lakh. He also inspected the proposed site for playfield there.
He also laid foundation of a playfield at Larew Kakapora and distributed sporting kits among local players. Later, he visited Lethpora where locals projected various demands related to electricity, compensation for crop damage, settlement of land, release of KLC, playfields and repair of roads.
